- SYNOPSIS: This is not a solicitation announcement. This is a sources sought synopsis only. This is NOT a request for proposals and in no way obligates the Government to award any contract. The purpose of this sources sought synopsis is to gain knowledge of commercially available products and services that may be of interest to the United States Coast Guard (USCG). The USCG, Aviation Logistics Center (ALC) is conducting market research to determine manufactures and suppliers described as follows: BACKGROUND: The USCG, ALC provides Programmed Depot Maintenance (PDM) and Heavy Maintenance support for HC-144 Maritime Patrol Aircraft. This support includes inspection, repair, upgrade, modification, and replacement of major aircraft electrical-wire-interconnect-system (EWIS), avionic assemblies, and sub-assemblies. After repairs or modifications are made, verification of the installation and proper configuration management are paramount to the integrity of the aircraft. Additionally, the aircraft wiring requires detailed inspection to ensure long-term serviceability until the next PDM cycle. The ALC has committed to pursue testing of the entire EWIS system, and assemblies for proper component operation and installation before applying electrical power. This is vital for asset safety and proper systems operation. It has been determined that DIT-MCO automatic wiring analyzers (AWA) shall be used at ALC to provide commonality. OBJECTIVES: USCG, ALC, Elizabeth City, North Carolina is seeking sources to design and build HC-144 aircraft Test Adapter Cables (TAC) for the DIT-MCO Model 2650. The USCG is also seeking assistance with the initial testing on the HC-144 which will include programming, repairs, or modifications to the programming software of the DIT-MCO Model 2650 and the TACs. The source shall be proficient with the following: • DIT-MCO TestExecutive and DIT-MCO TestAssistant II. • Ability to generate databases using DIT-MCO TestExecutive software to program the TAC Random Access ID E-Proms, create an address correspondence table, and create databases with all of the associated TAC parts. • Experience with the DIT-MCO Model 2650 system architecture, configuration, and operation. • Capable of accessing the DIT-MCO Model 2650 internals to rearrange the standard and Multiple-Bus-Architecture (MBA) test switch cards without voiding the OEM warranty. Any modifications to the test program shall only be performed by DIT-MCO certified and authorized personnel and shall not in any form or function void any existing warranty. The ALC shall provide the DL1-156P connectors and backshells, the programmable random hookup ID chips M39029/4-110, the pins to fully populate all front panel mating connectors, and the list of aircraft mating connectors. The system's test programs are locally developed by ALC personnel using proprietary DIT-MCO programming software. The source shall provide all necessary resources to perform the services requested. This includes, but is not limited to: trained personnel, DIT-MCO software licenses, required tooling, calibrated test equipment, approved replacement parts, possession of, or access to all current publications and documents pertaining to the DIT-MCO Model 2650, and preservation and shipping. REPLIES: All sources that can provide the services are encouraged to provide a capability statement for the design, and build of the TACs, as well as their ability to perform the initial testing on the HC-144 aircraft which shall include repairs, programming, and modifications of the TACs for the DIT-MCO Model 2650. (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? (7) Is your product listed on a GSA schedule? (8) Do you have other government agencies using the product, and if so which agencies, POCs and contract numbers? (9) If possible, list any POCs for civilian users for general usage of product questions. After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published in the Federal Business Opportunity (FBO). After review of the responses to this sources sought announcement, and if the USCG decides to proceed with an acquisition, a solicitation announcement will be published in the Federal Business Opportunity (FBO).
