SOLICITATION FOR OFFERS (SFO) PURPOSE: USACE, Norfolk District (NAO) Cafeteria Food Service Provider License, for the Waterfield Building in Norfolk, VA. DUE DATES: SUMMARY: Initial Offers: Monday, July 16, 2018 Best and Final Offers: Tuesday, July 31, 2018 The Norfolk District, U.S. Army Corps of Engineers is seeking qualified vendors to provide food service to its employees. The District is located at 803 Front Street, Norfolk, Virginia 23510. Requirements. The Government is seeking qualified food service vendors to provide food and/or drinks (breakfast and or lunch and or snacks). Measurement of space. The area that will be used by potential vendors is approximately 200- 300 square feet and would be suitable for a kiosk type cart to provide and sell food items to employees. There is no charge for use of the Premises pursuant to the interests and benefits involved. The use of the space is non-exclusive. Use of the space includes existing fixtures, tables and chairs, utilities. All food should be prepared off-site. All food preparation will be subject to the Federal food and health inspections and guidelines. Vendor is required to provide most recent health inspection reports. Vendor shall obtain proper food, health, and business licenses and be bonded and insured. The Government reserves the right to accept or reject any or all offers. NAO's building hours are Monday through Friday 6:00 AM to 5:00 PM. However, we will consider offers for food service on varying days of the week, to include partial or full weeks. NAO is a secured facility and has approximately 300 employees currently. There is no other food service in the building, and there is an indoor dining area adjacent to the proposed food service area, as well as an outdoor sitting and dining area. Food service may be provided by one vendor or several vendors on rotating days. All offers will be considered. Site Inspection: July 5th, July 6th, July 11th and July 12th have been set aside for potential offerors to view the space. Please contact Kelli Fairbanks at (757) 201-7628 to schedule an appointment. Proposals should be provided on the attached Offer Form (Enclosure 1) along with any other documents to describe the services you offer. Proposals will be evaluated on: 1. Selection of food items to be offered 2. Days and Hours of operation to be provided 3. Costs to be charged to the customer/employee for food/drink items. 4. Past Performance The desired occupancy date is August 01, 2018 or as soon as practicable. 2 GENERAL REQUIREMENTS: A. Initial Offer: Initial offers are due June 29, 2018 by 2:00 p.m. (EST). Offers must include: 1. Proposal-Attached Offer Form, Enclosure 1, and any other documents 2. A copy of the business license and insurance documentation 3. Proof of proper food handling and practices (certificates, licenses, etc.) B. Best and Final Offer (BAFO): BAFO's are due July 11, 2018 by 2:00 p.m. (EST). Offerors may update their initial offer at this time, but it must be complete as stated in A. above. C. Authority to Sign: Offer must be signed by the individual who is authorized to sign and bind the Licensee at award deadline or license execution, whichever occurs first. OFFER CLARIFICATIONS, DISCUSSIONS AND NEGOTIATIONS: Initial offers must be received by June 29, 2018. Upon receipt of initial offers, the Realty Specialist reviews and seeks clarification of any questions or omissions with the Offerors. All offers shall be held confidential. Discussions may be conducted with offerors, whose bids are determined by the Realty Specialist to be competitive. Competition of offers shall be determined based on the offers' satisfaction of the award factors, stated below. Offers shall be included in the competitive set, when they are determined to have a reasonable chance of being selected for award. After any discussions that may be conducted, Offerors shall have a chance to correct and/or modify their offer to submit a Best and Final Offer (BAFO) by the date established in this document. Negotiations shall be considered closed after all offers are received by the BAFO date of July 31, 2018. AWARD FACTORS: The following are the primary award factors used in evaluating the offer, in order of importance: 1. Selection of food items to be offered 2. Days and Hours of operation to be provided 3. Costs to be charged to the customer/employee for food/drink items 4. Past Performance LICENSE AWARD Offers that are determined to provide the Best Value to the Government shall be selected by a Selection Review Board as the winning vendors for the license award. After the winning vendors have been selected, the Realty Specialist shall forward the license and any exhibits for signature. Please see attached Enclosure 2 as a license example. Upon execution of the license by the authorized Real Estate Contracting Officer a copy will be returned to the vendor.
