- Sources Sought (Request for Interested Manufacturers) FROM: Kimberly D. Urzua, 408 SCMS/GULB TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers of NSN 5998-01-262-1998EW, Circuit Card Assembly. SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Circuit Card Assembly per PR# FD2060-19-00079 ITEM DESCRIPTION These items are part of the AN/ALQ-161A Electronic Countermeasures System installed on the B1-B bomber aircraft. The Circuit Card Assembly NSN 5998-01-262-1998 provides interconnection of components to provide an electrical path between several components. The Circuit Card Assembly is installed in the Band 6 and 7 Radio Frequency Sources within the AN/ALQ-161A Electronic Countermeasures System (ECMS). Impediment to Competition: The original equipment manufacturer (OEM) for the Circuit Card Assembly is EDO Corporation (CAGE 82340) - formerly EATON Corporation, based on the Source Control Drawing. The Government physically does not have in its possession sufficient, accurate, or legible data to purchase this part from other than the current source. As a result, EDO Corporation is the only known source with adequate knowledge of the Circuit Card Assembly's performance requirements and possession of the required technical set and capabilities needed to produce this item and ensure compatibility with the Band 6 and 7 Radio Frequency Sources within the AN/ALQ-161A ECMS. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to EDO Corporation for the manufacture of the Circuit Card Assembly in support of the AN/ALQ-161A program. Other interested parties may identify their interest and capability to respond to the requirement no later than 16 July 2018 by emailing Kim Urzua at kimberly.urzua@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
