- This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions" US Army Corps of Engineers, Portland District intends to award a sole-source, Firm-Fixed Price contract with Wayne and Yolonda Hansen, Desert Grace Adult Family Home LLC, 212 Frankfort, Richland, WA 99352. This is for gate attendant services to be performed from 7 July 2018 through 15 October 2018. There is an urgent need to replace the current gate attendant "B" at Plymouth Campground due to medical reasons. Duties of the gate attendant are critical to continue services at the park during the visitor/camper busy season. Location for gate attendant services is at Plymouth Campground, about 30 miles south of Kennewick, WA on the Columbia River near Plymouth. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action. The NAICS code is 721211 - RV (Recreational Vehicle) Parks and Campgrounds. The size standard as defined by the U.S. Small Business Administration is $7.5 million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a quote to the contracting officer before the notice end date. If no affirmative written responses are received by 12:00 PM Pacific Time on July 14, 2018 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
