- Request for Proposals 9531CB18R0024 The Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 (Pub. L. 111-203) established the Bureau of Consumer Financial Protection (The Bureau) to regulate the offering and provision of consumer products or services under federal consumer financial laws. The Act also established the Office of Financial Education (OFE) within the Bureau, which is responsible for developing and implementing initiatives intended to educate and empower consumers to make better-informed financial decisions. To achieve that mission, the Bureau believes that libraries are a community information resource that is used by many persons who want to obtain financial education on a variety of topics. Librarians receive questions from patrons on many financial topics. Although they do not interact with their patrons as financial advisors, they do want to know about unbiased financial resources that they can direct patrons to that can provide answers. Many states require that librarians receive periodic certification to retain their positions. Courses that educate librarians about financial education resources and that provide continuing education credits are expected to be well-received, according to anecdotal feedback received from librarians. The Bureau recognizes the critical role that libraries play in their communities to provide financial information and education to their patrons. The purpose of this procurement is for the Contractor to develop a training program for librarians that utilizes the Bureau's financial information resources. The online training shall meet most states' requirements for Librarian certification and accreditation. Using a portable format so that other organizations can utilize various topic-specific sections to offer to their library audience, the online training program developed by the Contractor shall include learning components, learning paths, and associated learning assessments that meet Librarian continuing education requirements in most states. These learning assessments shall measure comprehension and retention of key learning concepts to qualify the user for the learning certificate, as appropriate. In addition, the Contractor shall host and provide library/librarian access to the learning components.
