Description
Construction of Latrine, Concrete Pads, Firing Range Improvements & Water Pressure Improvement at Abra de Castellanos, Uruguay Project Description: The Regional Contracting Center-Americas, 410th Contracting Support Brigade intends to award a Firm Fixed Price construction contract to construct a latrine, ten concrete pads, firing range improvements and water pressure improvement in Abra de Castellanos, Uruguay. Power, sewer and water utilities are not available at the project location. It is the contractor's responsibility to provide them during construction. Work executed by the contractor shall include the following: - Site preparation; - Validate the designs are proper for the soil condition; - Construction of ten concrete pads; - Construction of latrine with showers; - Construction of earthen berms at the existing firing range; - Repair water pressure at existing barrack; and - OPTION 1: construct observation tower at firing range Draft Technical Exhibit 1 provides the jobsite locations, concrete pad design and Firing Range improvements. Draft Technical Exhibit 2 provides latrine design. Draft Technical Exhibit 3 provides design for optional observation tower at Firing Range. Draft Technical Exhibit 5 provides design of septic tank for new latrine. Place of Performance: The work to be performed under this contract will be performed at the 2nd Army Brigade - Abra de Castellanos, Uruguay. Coordinates for this site are S34o38'18.5" and W55o20'06.4". Draft Technical Exhibit 1 shows the three jobsite locations. Magnitude: The magnitude of this project is estimated between $250,000.00 and $500,000.00 U.S. Dollars. Site Visit: DATE OF SITE VISIT HAS BEEN UPDATED BELOW. If you are interested in attending the site visit for this solicitation, respond via email no later than 8 June 2018, 12:00 P.M. (C.D.T.). Include company name, participant's name, email address, phone number, names of any additional proposed attendees, company role for all proposed attendees (prime contractor or subcontractor). An update to this notice will be issued as soon as a date for the site visit has been confirmed. Obtaining the solicitation: The solicitation will be issued unrestricted to allow U.S. and non-U.S. firms to participate. The solicitation and any technical exhibits (when applicable), which will include sketches and specifications, will be available for download from the Federal Business Opportunity (FBO) website at https://www.fbo.gov. All notifications of changes to the solicitation should be made through electronics means only. It is the contractor's responsibility to check for any posted changes to the solicitation. Vendors are encouraged to pay close attention to instructions outlined in the solicitation and pre-solicitation. Registration in the System for Award Management (SAM) is required of Contractor to receive contract award. SAM is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. Interested parties can obtain further information on SAM at website https://www.sam.gov. There is NO fee to register on this website. It is anticipated that the official Request for Proposal (RFP) for this procurement will be released on or about 15 July 2018. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs. Construction Time: Estimated construction time is 180 calendar days from issuance of Notice to Proceed. Type of Set-Aside: The applicable NAICS code is 236220, Commercial and Institutional Building Construction. This requirement will be solicited unrestricted to obtain full and open competition. Contract Type: The Government intends to award a single award, firm fixed-price, for the construction of the latrine, ten concrete pads, firing range improvements and water pressure improvement referenced above. Contemplating Awardees: Since the contemplated contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas, USA and to be performed in Uruguay, the offerors must meet the following two requirements when contract performance will be wholly or in part in a foreign country: (1) DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed; and, (2) FAR 52.236-7, "Permits and Responsibilities" -The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work. Contractor shall provide copy of its certifications and permits with its proposal. Contract Award Evaluation Criteria: The Government will award a contract resulting from the solicitation to the responsible Offeror whose offer, conforming to the solicitation, represents the Lowest Price Technically Acceptable (LPTA) offer in accordance with FAR Part 15.101-2. Anticipated Award Date: The anticipated award date for this effort is on or about 1 September 2018.
