- "Turn Key" split-faced block restroom and sewage disposal system at Green River Lake, Pikes Ridge Campground, Taylor County, Kentucky. This project is set-aside 100% for Small Business. Estimated Construction Cost: Between $100,000.00 and $250,000.00 One Award will be made from this RFQ to the lowest offeror. NAICS Code is 236220. Size Standard is $36.5 Million. Please note that business size in SAM is determined by the NAICS Code. If the vendor size is not listed correctly for a particular NAICS Code in SAM, the business will be considered other than small business. Block 12A In Solicitation: In lieu of both Performance and Payment Bonds, per FAR 52.228-13 Alternate Payment Protections (2000) and FAR 28.102-1(b), only a Payment Bond or an Irrevocable Letter of Credit is required. A Performance Bond is not required. This Request for Quote (RFQ) is for a Purchase Order to construct a "Turn Key" split-faced block restroom and sewage disposal system at Green River Lake, Pikes Ridge Campground, Taylor County, Kentucky. Quotes WILL NOT be accepted for quantities less than the quantities specified in the price breakout schedule. Failure to submit a unit price for all items listed will be considered as a material deviation from the requirements of the Request for Quote (RFQ) and the quote will be rejected. This solicitation contains a Base CLIN and one Option CLIN (0002). CLIN 0001 - Base Items: Includes all work required for construction of the facility, in accordance with the Scope of Work. CLIN 0002 - Option 1: This option will be exercised at time of award, or not at all. If this option is exercised, the electric work described in paragraph 2 (Restroom Facility Building Construction) of the Scope of Work will be replaced by all work for CLIN 0002 (Option 1). The Period of Performance shall be 90 calendar days from Notice to Proceed for awarded CLINS. Method of Payment under this contract will be Electronic Funds Transfer (EFT) to a commercial bank account specified by the Contractor. Quotes are due on 20 July 2018 by 1:00 PM (Eastern Time). Note: Electronic and mailed submittals WILL be accepted. Fax submittals will NOT be accepted. Site Visit A Site Visit is scheduled for 09 July 2018 at 09:00 Eastern Daylight Time (EDT). The attendees will meet the US Army Corps of Engineers representatives at the Green River Lake Visitor Center, 544 Lake Road, Campbellsville, Kentucky. This will be the only official site visit for this solicitation. Potential offerors planning to walk the site are advised to wear sturdy footwear. No PPE will be required for the site visit. Note: The Items awarded under this contract are dependent upon available funding and will be performed at the discretion of the Government. Each bidding contractor is urged to visit the job site to assess actual quantities, critical dimensions, and work conditions. Central Contractor Registration and ORCA are now available through the System for Award Management (SAM), available at www.sam.gov. Offerors must comply with the requirements of 52.204-7, 52.232-33, and any other CCR/ORCA requirements in this solicitation through SAM. System for Award Management (SAM) Registration: ALERT: You must submit a notarized letter appointing the authorized Entity Administrator before your registration will be activated. This requirement now applies to both new and existing entities. Effective 29 April 2018, the notarized letter process is now mandatory on all CURRENT registrants at SAM who have a requirement to update data on their SAM record. The notarized letter is mandatory and is required before the GSA Federal Service Desk (FSD) will activate the entity's registration. All contractors must be registered in the System for Award Management (www.SAM.gov) prior to award of a contract. All proposed contractors are highly encouraged to review FAR Clause 52.232-33 Payments by Electronic Funds Transfer - System for Award Management, which indicates "All payments by the Government under this contract shall be made by electronic funds transfer (EFT)." Those not currently registered can obtain registration by going to the website http://www.SAM.gov. The process can usually be completed from 24 to 48 hours after submission. Contractors will need to obtain a Unique Entity Identifier for processing their registration.
