- MEETING LOGISTICS: An Industry Day for this project will be held on 11 July 2018 at 11:00 AM (Central Time). The Industry Day will be held at the Smokehaus Restaurant. The address for the Smokehaus Restaurant is 6633 Sportsman Lane Rd, Clarksville, TN 37042. PROJECT DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue a Request for Proposal (RFP) for the replacement of a 400 LF wooden Trestle Bridge that crosses a meandering stream on an existing working railroad system with a concrete girder railroad bridge superstructure. Work will also include construction of a drainage system to mitigate erosion in an area of sinkhole activity. The bridge system will require pre-cast, pre-stressed concrete beams that use a thickened top flange that functions as the bridge deck. The foundation of the bridge will require the use of driven H piles. The bridge will utilize a typical concrete girder shape that is readily available in the Tennessee/Kentucky area. A thickened top flange will be used to eliminate the need for a separate cast-in-place concrete deck and minimize construction time. The contract duration is estimated at five hundred and sixty one (561) calendar days from Notice to Proceed. TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 237310 Highway, Street, and Bridge Construction. TYPE OF SET-ASIDE: This acquisition will be a total Small Business Set-Aside. SELECTION PROCESS: This Design-Bid-Build project will be a single phase procurement and the basis of award is the Best Value Trade-Off process. The technical information contained in the Offeror's proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement, at a minimum, will consist of the following: Prime Contractor Past Performance, Schedule, Management Plan, and Price. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussions should it be determined to be in the Government's best interest. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $1,000,000 and $5,000,000 in accordance with DFARS 236.204. The anticipated target ceiling for this contract is approximately $4,400,000. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation in late June 2018. Details regarding the Optional Site Visit will be included in the solicitation. Actual dates and times will be identified in the solicitation when it is posted to http://www.fbo.gov. SOLICITATION WEBSITE: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at Federal Business Opportunities website, http://www.fbo.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at the Federal Business Opportunities website at http://www.fbo.gov. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): All contractors must be registered in the System for Award Management (www.SAM.gov) prior to award of a contract. All proposed contractors are highly encouraged to review FAR Clause 52.232-33 Payments by Electronic Funds Transfer - System for Award Management, which indicates "All payments by the Government under this contract shall be made by electronic funds transfer (EFT)." Those not currently registered can obtain registration by going to the website http://www.SAM.gov. The process can usually be completed from 24 to 48 hours after submission. Contractors will need to obtain a Unique Entity Identifier (formerly DUNS number) for processing their registration. If you do not already have a Unique Entity Identifier, one can be obtained from http://www.SAM.gov. Refer to www.SAM.gov for information formerly found in CCR, EPLS, ORCA and FedReg. Please begin the registration process immediately in order to avoid delay of the contract award should your firm be selected. ALERT: You must submit a notarized letter appointing the authorized Entity Administrator before your registration will be activated. This requirement now applies to both new and existing entities. Effective 29 April 2018, the notarized letter process is now mandatory on all CURRENT registrants at SAM who have a requirement to update data on their SAM record. The notarized letter is mandatory and is required before the GSA Federal Service Desk (FSD) will activate the entity's registration.
