- Sources Sought (Request for Interested Manufacturers) FROM: Kimberly D. Urzua, 408 SCMS/GULB TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers of NSN 5998-01-265-8567EW, P/N 150-027408-005, Circuit Card Assembly. SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Circuit Card Assembly per PR# FD2060-19-00068. ITEM DESCRIPTION These items are part of the AN/ALQ-161A Electronic Countermeasures System installed on the B1-B bomber aircraft. The Circuit Card Assembly NSN 5998-01-265-8567 interconnects CCAs A2 thru A6 in the circuit card housing assembly. The CCA circuit board (PCB) mechanically supports and electrically connects electronic components or electrical components using conductive tracks, pads and other features etched from one or more sheet layers of copper laminated onto and/or between sheet layers of a non-conductive substrate. The CCA is installed in the Band 6 and 7 Transmitters within the AN/ALQ-161A Electronic Countermeasures System (ECMS). Impediment to Competition: The original equipment manufacturer (OEM) for the Circuit Card Assembly is Northrop Grumman Corporation (CAGE 26916) based on engineering control drawing (ECD) 150-027408. The Government does not own the data, drawings, schematics, or any other releasable technical data in support of the requirements for the Circuit Card Assembly. As a result, Northrop Grumman Corporation is the only known source with adequate knowledge of the Circuit Card Assembly's performance requirements and possession of the required technical set and capabilities needed to produce this item and ensure compatibility with the Band 6 and 7 Transmitters within the AN/ALQ-161A ECMS. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Northrop Grumman Corporation for the manufacture of the Circuit Card Assembly in support of the AN/ALQ-161A program. Other interested parties may identify their interest and capability to respond to the requirement by 20 July 2018 by emailing Kim Urzua at kimberly.urzua@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
