- THIS PRE “ SOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSALS OR AN INVITATION FOR BID. The intent of this pre-solicitation synopsis is to make notice of a proposed contract action for an Indefinite Delivery Indefinite Quantity Construction Maintenance Contract for asphalt paving and minor concrete work at Parris Island, SC. The work includes, but is not limited to: All plant, labor, tools, supervision, equipment, transportation, and management necessary to provide various types of construction maintenance for asphalt paving, and minor concrete work. This is 100% set aside for Small Business Concerns. The contract term will be a base period of one (1) year plus four (4) option years. Only the base period of the contract will offer a minimum guarantee. The Government will issue a minimum guarantee in amount of $5,000 via task order 0001. The maximum capacity will be $20,000,000 over the 5 year duration of the contract. Task Orders may be issued for projects of any size, scope or complexity. NAICS Code: 237310; Annual Size Standard: $36.5M Competition Requirements: Small Business Set-Aside Procurement Method: Sealed Bidding Type of Contract: Indefinite Delivery, Indefinite Quantity The total estimated cost for this contract (base year plus all option years) is between $10,000,000 and $25,000,000. A Bid Bond will be required to be submitted with the bid in accordance with FAR 52.228-1. Specific terms will be included in the solicitation. The Invitation for Bids (IFB) will be issued on or about 16 July 2018. When the actual IFB is issued, plans and specifications will be available from either www.fbo.gov or https://www.neco.navy.mil websites. A Vendor User Guide is available for download at the site, as well as the NECO Help Desk contact phone number for any issues/questions related to the website. Ensure you register with the site so you will receive emails applicable to your solicitation in the event of any modifications/amendments, and/or any changes regarding this solicitation and/or solicitations of interest.
