PWS for Snooper Truck Rental NOTICE TO PROSPECTIVE OFFERORS W9128F18Q0084 Please provide a quotation to the US Army Corps of Engineers, Garrison Project Office for Garrison Dam Snooper Crane for Bridge Inspection identified in the Line Items below. THIS FIRM-FIXED PRICE, SMALL BUSINESS SET-ASIDE REQUIREMENT WILL BE AWARDED BASED ON A BEST VALUE EVALUATION ONLY QUOTES FROM SMALL BUSINESS FIRMS WILL BE CONSIDERED THE APPLICABLE NAICS CODE IS 532412 AND SIZE STANDARD OF $35.2M This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is considered a Request for Quote (RFQ). See attached Statement of Work (SOW)/Performance for complete description of services to be provided. In accordance with FAR 52.222-41, as incorporated into FAR 52.212-5, this requirement is subject to the Service Contractor Labor Standards. The applicable SCA Wage Determination is 2015-5383. Contractors performing services for the U.S. Army Corps of Engineers are not exempt from state and local taxes in transactions with vendors, suppliers or subcontractors. The quote sheet shall also be completed in its entirety and submitted by the due date provided. Insurance Required (Local Provision): In accordance with FAR 28.306 Insurance under Fixed-Price Contracts and FAR 28.306(b) Work on a Government installation, as contemplated by the Contracting Officer, the coverage specified in FAR 28.307 is the minimum insurance required and shall be included in the contract. The following coverage limits are required, at a minimum, for any work performed on a Government installation under this agreement. Type Amount Workman's Compensation and Employer's Liability Insurance $100,000 General Liability Insurance $500,000 per occurrence And, when automobiles are used in connection with performing the contract: Type Amount Automobile Liability Insurance $200,000 per person Bodily Injury $500,000 per occurrence Property Damage $ 20,000 per occurrence And, when aircraft is used in connection with performing the contract: Type Amount Aircraft Public and Passenger Liability Insurance $200,000 per person Bodily Injury (other than passenger injury) $500,000 per occurrence Property Damage $200,000 per occurrence Passenger Liability Bodily Injury $200,000 multiplied by the number of seats or passengers, whichever is greater And, when contract performance involves use of vessels, the Contracting Officer shall require, as determined by the agency, vessel collision liability and protection and indemnity insurance. The contractor is responsible for contacting the state for compliance with its workman's compensation laws. This RFQ document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-099, Effective 15 Jun 2018. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows: Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Past Performance Technical Capability Price Technical and past performance, when combined, are approximately equal to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
