THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. We are seeking information for market research purposes only. The Government will not pay for any information solicited. The VHA Network Contracting Office 6 (NCO 6) is conducting a market survey to find qualified vendors to perform a Facilities Re-key Project for the Charles George Department of Veterans Affairs Medical Center (VAMC), 1100 Tunnel Road, Asheville NC 28805. The Estimated Magnitude of Construction for the project is between $1,000,000 and $2,000 000. The proposed NAICS 238990 is applicable to this acquisition; with a size standard of $15.0 Million. This upgrade will update its facility with patent protected cores/keys for security key over-ride, and will include the installation of geographically exclusive patent-protected cores and keys to fit existing BEST locksets and hardware, and replacement cylinders and hardware if/where required. Work shall include but not be limited to: Key systems shall be replaced in the main Asheville campus (approximately 760,000 square feet), as well as two remote clinic locations in Franklin (approximately 7,000 square feet), and Rutherfordton (approximately 8,000 square feet). Conduct on-site meetings for key planning and control hierarchy with 45 different workgroups/Services encompassing nearly 2,000 unique employees. These discussions will take a minimum of two meetings per team to establish the final control hierarchy for each workgroup/Service. Vendor shall provide an updated drawing (additional key layer added to VA provided drawings in AutoCAD format) detailing the core/combinations for each door in the above-referenced facilities. The magnitude of replacements shall be based upon the following numbers and types: 2,000 SFIC Cores 200 Locksets 40 Replacement Doors with Integrated Mortise Locksets. Prospective contractors shall be required to meet the following qualifications: Contractor shall have three years documented experience in the manufacture, installing and servicing state facilities and shall be approved by the owner. The installer shall be certified by the manufacturer. Hardware installer shall provide factory supervision during installation. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Businesses. However, if responses from qualified firms prove inadequate, an alternate set-aside or full and open competition may be considered. Your response is required by 3:00 PM EST on Tuesday, July 3, 2018.
