- Statement of Work THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION UNDER FAR PART 13.5 The associated North American Industrial Classification System (NAICS) code for this procurement is 541511-Custom Computer Programming, with a small business size standard of $15.0M. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-99. This is a 100% small business set aside. SCHDULE OF REQUIRED ITEMS: The Contractor shall design three (3) Video events at different site locations in accordance with the attached Statement of Work (SOW). Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. (End of clause) NIST LOCAL-54 ELECTRONIC BILLING INSTRUCTIONS NIST requires that Invoice/Voucher submissions are sent electronically via email to INVOICE@NIST.GOV. Each Invoice or Voucher submitted shall include the following: (1) Contract number; (2) Contractor name and address; (3) Unique entity identifier (see www.sam.gov for the designated entity for establishing unique entity identifiers); (4) Date of invoice; (5) Invoice number; (6) Amount of invoice and cumulative amount invoiced to-date; (7) Contract Line Item Number (CLIN); (8) Description, quantity, unit of measure, unit price, and extended price of supplies/services delivered; (9) Prompt payment discount terms, if offered; and (10) Any other information or documentation required by the contract. Addendum to Far 52.212-1, Quotation Preparation Instructions: 1. Price Quotation- The Offeror shall propose a firm-fixed-price for all Line Item(s) (Volume II) 2. Technical Quotation- All quotations shall clearly comply with the Schedule of Required Items (Volume I) 3. All offerors shall submit the information/documentation required by the provisions in this solicitation. Overall Arrangement of Quotation Technical Quotation (Volume I) - No pricing information shall be included in the technical quotation. The Technical Quotation shall be divided into the following sections: 1. Technical Approach and Capability: The offeror shall describe their technical approach the tasks and demonstrates their capabilities to perform the requirements detailed in the Statement of Work. 2. Past Performance The offeror shall provide at least three examples of past performance completed or substantially completed within the last three years of contracts for relevant work of a similar type and scope as the current requirement with federal, state or local Governments and/or commercial customers. If the offeror has no relevant past performance, the offerors will receive a neutral rating and should include a statement to that effect in its proposal. The Government reserves the right to consider past performance data obtained from sources other than those provided by the offeror in its proposal. The description of each reference described in this section shall not exceed a half page. For each of the contracts, the offeror shall provide the following information: a. Name of Contracting Activity b. Contract Number & Task order Number, if applicable c. Contract Type d. Total Contract Value e. Brief Contract Description - No more than ¼ page each. f. Contracting Officer Name and Telephone g. Program Manager and Telephone The offeror may include: a) past performance information regarding any problems encountered on the contracts described above and corrective actions taken to resolve those problems; and b) Any quality awards or certifications, letters of appreciation, commendations, industry recognition of excellence or special awards received with respect to performance of services. The offeror shall describe when the award, certification, etc. was received, and may provide as an attachment to this part. 3. Key Personnel The offeror shall provide the resume of the key personnel (s) shall confirm in writing that the proposed personnel will be available to perform these tasks and provide the following minimum qualifications: Principle Scientist/Engineer a. Demonstrated experience machine learning, deep learning or hierarchical modeling, artificial intelligence, object detection, recognition, person detection and re-identification, action recognition, video activity detection, tracking across multiple non-overlapping camera viewpoints, 3D reconstruction from video, super-resolution, statistics methodology and techniques applied to understanding of data collections and bias. b. Demonstrated experience leading, designing and building video data collections with government agencies for the purposes of building a test data collection. c. Demonstrated experience leading, designing and building video data collections with government agencies for the purposes of building a test data collection. d. PhD is preferred but Masters in CS, EE, CE with 10 years' experience could be substituted. e. Demonstrated experience in design & creation of data sets that implement specific objects to support detection and tracking (e.g. Person carrying a weapon) f. Demonstrated experience in design & creation of data sets that support detection of complex activities, including pre-specified or newly defined activities; (e.g. Suspicious behavior, object protected and left behind) g. Experience in coordination, design and planning of choreographed indoor and outdoor video collection events utilizing multiple overlapping and nonoverlapping camera viewpoints and camera types. h. Experience collected video from indoor or outdoor security cameras, either fixed or with motion such as pan-tilt-zoom. i. Experience designing analytics for a streaming video environment Business/Pricing Quotation (Volume II) Price - The offeror shall propose a firm fixed price for CLIN 0001, for all work included in the SOW. Additionally, offerors shall provide a breakdown showing how they derived their proposed price for CLIN 0001. Basis for Award: The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose quotation represents the best value to the Government, non-price and price factors considered. NIST reserves the right to make award to other than the lowest-priced offeror or the offeror ranked highest technically, if it determines that to do so would result in the best value to the Government. An offerors failure to address any factors may be considered indicative of the offerors lack of understanding of the Government's requirements and may result in the offer being determined unacceptable. The Government will evaluate quotations based on the following evaluation criteria. Non- Price Factors 1 and 2 are listed in descending order of importance. 1)Technical Approach and Capability 2)Past Performance 3)Key Personnel 4) Price Technical Approach and Capability is more important than Key Personnel. Key Personnel is more important than Past Performance. All non-price factors, when combined, are more important than price. NIST will evaluate quotations using the following factors: 1. Technical Approach and Capability - The Government will evaluate the offeror's technical approach and capability to assess the offeror's ability to perform the services listed in the SOW and to determine its overall understanding of the requirements to the extent which its proposed approach will ensure successful performance of this effort 2. Key Personnel The Government will evaluate the extent to which the resumes submitted for the offeror's proposed key personnel demonstrate they have appropriate education, qualifications, and experience to efficiently and effectively manage and perform the requirements and ensure the technical quality of deliverables. 3. Past Performance The Government will evaluate the offeror's past performance information to determine its relevance to the current requirements and the extent to which it demonstrates that the offeror has successfully completed relevant contracts in the past three years. In assessing the offeror's past performance, NIST will evaluate the quality, timeliness, and ability to control cost and schedule of the past work. The Government will assign a neutral rating to offerors with no relevant past performance in the past three years. 4. Price Price will be evaluated for reasonableness. Your company is encouraged to discount its rates. If price discounts are offered, identify the percentage of price discount and/or price reduction offered. The Government does not intend to enter into discussion and may award a purchase order on the basis of initial offers received, without discussions. Therefore, each initial quotation shall contain the offeror's best terms. Nonetheless, the Government reserves the right to conduct discussions if it is in the best interest of the Government. Due Date and Response Information Offerors capable of furnishing the specified repair in this combined synopsis/solicitation should submit their quote in writing to: Prateema Carvajal electronically at prateema.carvajal@nist.gov.
