Amendment 0001: Combined Synopsis/Solicitation 36C26318Q0627 Minneapolis VAMC Simulation Center AV Upgrade This amendment is to post questions and answers as of 06/29/2018. Question 1: In one section of the SOW under the Engineering and Design it states: The Contractor shall have local representation for all scheduled site assessments, delivery, installation, training, and project management activities of the AV upgrade for the Minneapolis VAMC Simulation Center.      When the government uses the term local representation does that mean that this is closed to every company except those in Minneapolis?   What is meant by local?   Response:   Local representation means that the awardee must have qualified and trained personnel to complete the onsite job requirements contained in the SOW (i.e. installation, testing, training, etc). Question 2: The SOW suggests that we are to provide the work required in the Engineering and Design and Pre-planning before submitting a proposal.   Is the site visit mandatory?   Response:                                       The pre-planning site visit is not mandatory and is not a qualification or evaluation factor for making an award to a contractor. After award scheduled site assessments, delivery, installation, training, and project management activities will require local representation from the contractor and should be considered and priced into the quote. Are you asking all vendors to submit a design for this without compensating them for the work involved in doing that design? Response:                                         It is expected that engineering, design, pre-planning and a site visit may be necessary for a Contractor to complete a technically acceptable quote. It is the Contractor s responsibility on the level of effort for developing their best and most competitive quote. The Government will not pay for any efforts taken by the Contractor to create a technically acceptable quote meeting the specifications of the SOW. All contractors will be required to submit a work plan, drawing and schematic of components to be installed, and the Original Equipment Manufacturer (OEM) performance/functional specifications of components with their quotes to be determined responsive. Definitions: Drawing and schematic: Drawing and schematic for the purpose of this solicitation is defined as a symbolic and simplified picture, drawing or other visual representation of the components, parts, or equipment that are dependent upon each other to complete an operation or function.
