- This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Request for Information only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Veterans Affairs West Texas VA Medical Center in Big Spring, Texas intend to request information for the purchase of long-term patient care beds. The Government is conducting a market survey to help determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, HUBZone small businesses and/or other large businesses capable of serving the needs identified below. This notice of intent is for open market as well as Federal Supply Schedule items. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 333999. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov or GSA E-Buy at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The North American Industry Classification System (NAICS) is 333999. Any firms who wish to identify their interests and capability to provide this product must provide proof that authorization from the manufacturer to distribute the product by notifying the Contracting Officer no later than 10:00 AM EST, July 16, 2018. Such notification must include any documentation that includes certification to distribute the product. Notification shall be e-mailed to Delphia Schoenfeld, Contracting Specialist, at delphia.schoenfeld@va.gov. Statement of Work: Expandable High-Low Long Term Bed SCOPE OF WORK: The West Texas VA Health Care System (519), Big Spring, Texas, has been working on plans to construct on Community Living Center (CLC) Cottages on the Big Spring campus. This cottage will focus on providing quality long term hospice/palliative care, rehab/restorative, recreation, wound care and skilled nursing. The objective of the CLC Cottage is to foster a homelike living environment where residents can learn more about, and improve upon their health. The Community Living Center continues to strive for a transformation in VA culture that gets away from conventional VA nursing stations, and redirects focus on the comfort and needs of Veterans in an environment that is conducive to their overall health and wellbeing. The new CLC will promote wellness by surrounding residents with warm and inviting living accommodations and décor. New CLC beds must offer ultimate functionality for nurses while promoting the homelike look that satisfies the Cultural Transformation of the VA Community Living Center. Mattresses will need to be uniquely designed to adjust to resident s comfort level while meeting infection control guidelines that allow surfaces to be cleaned, disinfected, and safe for resident s use. Mattresses that are adjusted with an air regulation system for firmness and softness have been determined as a viable and adaptable solution. Beds and mattresses must be compatible. Below is a list of recommended beds and mattresses that meet the criteria for the new Community Living Center. PROJECT LOCATION: West Texas VA Health Care System 300 Veterans Boulevard Big Spring, TX 79720 REQUIREMENTS: 10- Expandable High-Low Long Term MUST meet overall dimensions to fit into assigned space without construction. Beds must meet all salient characteristics Salient Characteristics: Must have integrated built-in extensions that expand the length from 80 to 88 and width from 36 to 42 Height range from 7 to 30 no horizontal movement when raising and lowering Overall length not to exceed 91 Must be able to move bed at any height LED undercarriage lights Must have built-in battery backup keeps all functions available. Must have Five-function hand control Must have assist bar with swing away capability Must have Trapeze mounting kit and trapeze Must have staff control that is mounted into the footboard, and allows staff members to lock any or all bed functions Weight capability of 600 lbs. Locking, tracking casters front and back Fully electric head and foot can be placed up into chair position or Trendelenburg Mattress retainers Bed must meet FDA entrapment guidelines Durable 39 headboard and footboard, polyurethane coating, easily cleanable with hospital grade cleaning products, needs to look home-like and not institutional. Must come with mounting hardware. Headboard style and color to be selected upon award REQUIREMENTS: Therapeutic Mattress Quantity: 6 Therapeutic mattress with benefits of the powered air cylinders underneath, raised edges that increase patient safety from falls, restraints and side-rail entrapment, and the fire barrier sleeve that conforms to US fire regulations Salient Characteristics Mattress size: 84 L x 35 W x 7 H center, 9 H side Digital control unit Mattress Cover: Fluid-proof, coated nylon. Anti-fungal, bacteriostatically treated. Must meet Cal TB 117 and NFPA 701 flammability requirements. Control Unit: 120 AC Max current: 1.0 Amp Frequency: 60 Hertz UL Listing: Certified to IEC60601-1-1. Unit requirements: Lightweight and quiet Must have a low-pressure indicator light and selectable audible alarm Must have a power failure indicator light and selectable audible alarm Must be equipped with comfort adjustment Must have a timed (20 minute) auto-firm mode for CPR, ADLs and transfers Must have a float mode for powered flotation therapy Must have alternate mode changes loading in 10-minute cycle that is controlled at mattress for choice of lateral rotation or alternating pressure therapy Mattress must have a raised perimeter to prompt user away from edge of bed without compromising skin integrity Mattress must have a tissue-friendly anti-shearing surface Mattress must slope at the heels to redistribute load to calves while providing complete foot support Must be easily and safely transferable Fabric must protect surface from stains, bacteria, mold and mildew Must have a minimum of 350-pound weight limit Must conform to NFPA 101 (Life Safety Code) REQUIREMENTS: Bariatric Therapeutic Mattress Quantity: 4 Alternating Pressure Air Therapy mattress. Therapeutic benefits of the powered air cylinders underneath, raised edges that increase patient safety from falls, restraints and side-rail entrapment, with a fire barrier sleeve. Salient Characteristics: Bariatric Therapeutic Mattress: 84 L x 42 W x 7 H Medicare Approved: EO277 (Group II) Weight limit: 750 lbs. Alternating Pressure Air Therapy mattress must meet above Therapeutic Mattress and below requirements. Powered Pressure Redistribution. Alternating Pressure for users up to 750 lbs. Must be equipped with programmable cylinders to inflate/deflate in a four-up-two-down pattern to ensure maximum patient support throughout the cycle. Segmented top to reduce sharp pressure drop-offs Anti-shearing surface Protective slope for heel taper with two-part safety-edge bolster system for added stability when sitting or transferring. Digital Control Unit: Eight electronically-controlled comfort settings. Programmable cycle times of 20, 25, 30 or 35 minutes. Low pressure indicator and audible alarm. Contractor Requirements The contractor must offer at least 4 hours of bio-med training. The clinical specialist provided by the contractor will spend a minimum of 4 hours with CLC staff within the first week following the completion of the installation to train. Deliverables: The cottage is scheduled to open on or around October 1, 2018. The vendor is expected to deliver and install beds and mattresses a minimum of a week prior to opening. Schedule may change based on construction issues, firm deadlines will be communicated. No on site storage will be provided at the facility. Facility would like to pursue trade in on existing beds. Vendor is responsible for labor and material required to unpack and install all beds and mattresses, as well as removal of all debris.
