- KO J&A Sole Source Justification -18-C-0003 - ALC - Install Bypass Piping The work consist of furnishing all plant. labor, equipment, and materials to perform all work in strict accordance with this statement of work to a.) Install new 3/4 inch bypass piping and insulation. Install (2) 3/4 inch control valve, one for each loop; b.) Install new (2) differential pressure sensors for bypass system piping. Install DP assembly for fan coil. Convert existing 3-way valves to 2-way valve within fan coils in each room; c.) Associated pipe insulation and; d.) Testing and balance the system in Bldg. 268. All work performed by the contractor shall result in a complete, functional piping and sensors. This requirement is in respondence to a previously repaired HVAC system. Therefore, only one responsible source it is in the best interest of the Government to prevent violating the current warranty on the HVAC system. It also reduce time delays and issues caused by the system not having the bypass. If any other company performs any work associated with this unit, it will void the warrany on the recently installed HVAC unit. The Contracting Officer has determined utilizing other than full and open competition (FAR Subpart 6.302-1: Only one responsible source and no other supplier or service will satisfy agency requirement, Cite: 10 USC 2304(c)(1).
