Description
Statement of Work Notice of Intent: The Office of the Assistant Secretary for Planning and Evaluation (ASPE) within the Department of Health and Human Services intends to negotiate on a sole source basis with Dr. Lincoln Groves under the authority of FAR 6.302-1 for the project entitled, " DTA Professional Services Contract: Technical Consulting Services" under FAR Part 15 procedures. This contract will require a technical consultant who will work with ASPE in providing consulting services to include: - Production of analytical datasets using survey data and program administrative data that can be leveraged to answer policy-relevant questions. - Independent, quantitative, statistical, and geospatial analysis. - Studies of the feasibility of certain analyses and evaluations. - Prepare written documents as needed (issue briefs, white papers, memos, reports) for internal and public distribution that clearly present research methods, findings, and policy implications. - Summaries of recent research on related topics. - Expert review of research products, both those produced by ASPE and ASPE-funded contractors, and those produced by other organizations. - Advise the ASPE and other Department leadership on analyses related to the topics above and other high-priority issues as defined by ASPE. Dr. Groves is a national expert on poverty analysis and statistical modeling of social science data. Dr. Groves has published numerous studies on the outcomes of low income populations, the relationship between economic opportunity and substance use, and family instability. He is an expert on several key data sources frequently needed for analysis conducted by our office, including: Current Population Survey microdata, the Survey of Income and Program Participation, the National Survey of Drug Use and Health, the National Corrections Reporting Program, among others. For a number of the types of reports we are required to produce, these are the only data sources available. Some of these data sources are restricted use, and require special access and clearance through an Institutional Review Board. Dr. Groves is authorized to use all of these data sources, making him uniquely positioned to conduct this work. Dr. Groves served as a research fellow with ASPE through our National Poverty Center grant program, from 2015 through 2018. He is intimately familiar with the current policy priorities of ASPE and HHS, and has been involved with several key initiatives related to the HHS response to the opioid crisis, family instability, and self-sufficiency. Many of the tasks he is expected to contribute to are continuations of projects he completed while a fellow. In summary, Dr. Grove's understanding of HHS programs and policies, statistical expertise, and access to restricted data uniquely position him to conduct the technical services required under this contract. Contracting with Dr. Groves will allow ASPE to extend the work Dr. Groves conducted for HSP and assure continuity and maximal efficiency for future projects related to opioids, poverty, and self-sufficiency. The nature of the projects under this technical assistance contract will require rapid turnaround often under short deadlines. Dr. Groves has produced work for ASPE under such conditions and is familiar with Department needs and processes for moving research quickly to internal and public products. The scope of work is available and attached. All responsible sources may submit a capability statement or proposal, which shall be considered by the agency, electronically to David Wilhelm at David.Wilhelm@psc.hhs.gov. Responses are due by July 16, 2018 by 12:00 pm EST. Responses will not be accepted after the due date. If no capability statements or proposals are received which specifically demonstrate the ability to perform the requirements above, the Government shall proceed with negotiating a time and materials contract with Dr. Lincoln Groves..
