SOURCES SOUGHT NOTICE Modular Pressure Calibrator and Reference Module The Southeast Louisiana Veterans Health Care System is seeking a vendor to procure one (1) Modular Pressure Calibrator, one (1) Reference Module, one (1) Spare Battery, one (1) Desktop Charger and one (1) training session for use at its new medical center located at 2400 Canal Street, New Orleans, LA 70119. The specific requirements for this procurement are listed in the Statement of Work and Required Items List within this Sources Sought notice. Instruction to Offerors Guidance: This Sources Sought Notice is not a Request for Quote (RFQ). No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the government to a particular acquisition approach. Any information provided to the Government as a result of this sources sought notice is voluntary. Responses will not be returned. No entitlement to payment or direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses or the Government s use of such information. This Sources Sought Notice is for planning purposes only and is intended to identify contractors in any socioeconomic category who can support this requirement. INSTRUCTIONS FOR SUBMISSION Interested contractors shall submit a response via e-mail only to Iris Ramirez, Contract Specialist iris.ramirez@va.gov. Responses are due no later than July 13, 2018 by 2:00 p.m. Eastern Daylight Time (EDT). Respondents should include as part of their submission: Indicate if you can provide all items listed in the Statement of Work to include installation and training. If/when this requirement is solicited it will be all or nothing meaning that prospective contractors must be able to provide all items. Please do not submit a price quote as this request is for market research/informational purposes only. The purpose is to identify potential contractors that can provide one (1) Modular Pressure Calibrator, one (1) Reference Module, one (1) Spare Battery, one (1) Desktop Charger and one (1) training session for the new medical center.. Statement of Work For Room Pressure Calibrators and Modules Southeast Louisiana Veterans Health Care System New Orleans Replacement Facility Department of Veterans Affairs June 25, 2018 Statement of Work (SOW) Project Name: Room Pressure Calibrator and Module INTRODUCTION The Southeast Louisiana Veterans Health Care System (SLVHCS), Facilities Management Service (FMS) is responsible for the coordination of all building management services including Maintenance, Repair and Operations. In preparation for activation of our Inpatient Units, Diagnostic and Treatment, and Transitional Living, SLVHCS is seeking a vendor to procure one (1) Modular Pressure Calibrator, one (1) Reference Module, one (1) Spare Battery, one (1) Desktop Charger and one (1) training session for use at its new medical center. SCOPE The successful vendor will furnish one (1) Modular Pressure Calibrator and one (1) Reference Module. The vendor shall provide calibrator, module and accessories required for a fully functioning unit. Additionally, the vendor will provide one (1) training session to VA employees. Items shall meet or exceed industry standard warranty. Items must be received undamaged in original manufacturer s packing. In the event items are received in damaged condition, the successful vendor will ensure replacement at no cost to the government. The preferred model for the Setra Modular Pressure Calibrator is MCAL (Micro Cal) and Setra Reference Module (MCPMR25WP). Like or equal submissions will be considered. Specifications of like or equal submissions must meet or exceed Setra Microcal and Reference Module listed above. See link below for Setra specs: https://www.instrumart.com/assets/Setra-MicroCal-Datasheet.pdf GOVERNMENT RESPONSIBILITIES The Government is responsible for Site Prep and providing necessary Room Pressure Calibrator and Module DELIVERABLES Contractor shall provide with the pricing quote, a manufacturer s description of the Room Pressure Calibrator and Module. Pricing quote should include lead time for procurement of item and delivery timeline. Manufacturer s standard industry warranty and documentation upon completion of work. One (1) Training session for not more than ten (10) technicians. PLACE OF PERFORMANCE Southeast Louisiana Veterans Health Care System Facilities Management Service Attn: Joseph Freyholtz, AC Mechanic 2400 Canal Street New Orleans, LA 70119 PERIOD OF PERFORMANCE The Contractor shall complete the delivery within 30 calendar days after contract award. HOURS OF OPERATION Normal Business Hours are 07:30-4:00pm M F. No business is conducted on Federal Government Holidays (2018 List provided below): 2018 Holiday Schedule Date Holiday Monday, January 1 New Year s Day Monday, January 15 Birthday of Martin Luther King, Jr. Monday, February 19 Washington s Birthday Monday, May 28 Memorial Day Wednesday, July 3 Independence Day Monday, September 3 Labor Day Monday, October 8 Columbus Day Monday, November 12 Veterans Day Thursday, November 22 Thanksgiving Day Tuesday, December 25 Christmas Day COR AUTHORITY In no event is the Contracting Officer s Representative (COR) empowered to change any of the terms and conditions of the contract. All changes, to any section of this contract, shall be made only by the Contracting Officer pursuant to a properly executed modification. The types of actions within the purview of the COR s authority are to ensure that the Contractor performs the technical requirements of the contract, and to notify the Contracting Officer of any deficiencies observed. A Letter of Designation shall be issued to the COR and a copy shall be sent to the Contractor at the time of contract kickoff meeting or post-award conference setting forth in full the responsibilities and limitations of the COR. CONTRACTOR PERSONNEL All contractor personnel performing work under this PWS shall be neatly dressed in uniform displaying company s name and an employee ID shall be prominently displayed in plain view. PARKING AND CONTRACTOR VEHICLES The Government may provide parking for (1) one service vehicle. Information for temporary parking must be obtained from Police Services prior to parking on Medical Center property. Valid Driver s License and Proof of insurance will be required in advance. DELIVERY INSTRUCTIONS Items will be delivered in original packaging to 2400 Canal Street, rear loading dock, between the hours of 0730-1600 Monday through Friday. Deliveries will not be accepted on Holidays listed previously.
