Description
Plymouth Harbor Maintenance Dredging The U.S. Army Corps of Engineers, New England District will be issuing Invitation for Bids for the Maintenance Dredging of the Plymouth Harbor Federal Navigation Project, located in Plymouth, Massachusetts. This procurement is unrestricted. The NAICS code for the work is 237990. Dredging operations are expected to take 5 to 6 months to complete and shall occur between October 1 and January 31 during the years dredging is performed, to minimize impact to natural resources in the area. The estimated construction cost is $10,00,000 to $15,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The location of work to be performed under this contract shall be within the Congressionally-authorized Plymouth Harbor Federal Navigation Project, located in Plymouth, Massachusetts. Approximately 345,000 cubic yards (CY) of sandy and silty sediment will be dredged from the 18-ft navigation channel (which is maintained to a depth of 15 feet), the 15-foot channel extension and turning basin, and the 8-foot anchorage. The sandy dredge material (approximately 41,000 cy) will be transported by scow and placed at a nearshore placement site adjacent to Green Harbor Beach. The remaining 344,000 cy of material is silty and will be disposed of at the Cape Cod Bay Disposal Site and the Massachusetts Bay Disposal Site. The solicitation for this work will include definitive responsibility criteria (DRC) requiring that the low bidder demonstrates two (2) past projects performed within the last ten (10) years that involved dredging at a production rate of at least 90,000 cubic yards in a consecutive 30-day period by mechanical means with open ocean disposal. Firms may use subcontractor experience to demonstrate experience with the Definitive Responsibility Criterion (DRC), but the role and work performed by each team member (prime and subcontractors) on projects demonstrating that team member's experience with the Definitive Responsibility Criterion (DRC) shall be the same as the role for that team member under this procurement. The Government will request supporting documentation from the bidder anticipated to receive the award. This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about July 2018. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the Federal Business Opportunities website (www.fbo.gov).
