Description
Description: The US Army Contracting Command - New Jersey, Emerging Technologies Contracting Center (ACC-NJ, ET), Benet Laboratories, Watervliet Arsenal, NY on behalf of the US Army Armaments, Research, Development and Engineering Command (ARDEC), Benet Laboratories intends to solicit, negotiate and award a sole source call order off of the current Blanket Purchase Agreement with COMSOL Inc. This acquisition is being conducted using simplified acquisition procedures; however, responsible offerors may submit a capability statement, which shall be considered by the Government. The NAICS Code for this acquisition is 511210. Benet Laboratories is a Department of the Army research, development, and engineering facility. It is the U.S. Army's design authority for large caliber armaments and safe life considerations. Through its vertical integration capabilities and experience, Benet is recognized as a Center of Excellence for supporting the management and execution of life cycle research, development, engineering, design, predictability, and engineering standardization programs for large caliber armaments, mortars, and direct fire systems. A full complement of modern laboratory equipment, along with a highly trained staff of scientists, engineers, and technicians, enables Benet to be a world leader in innovative technology and applications. The Comsol software is used to perform finite element Multiphysics 3D model simulations of the electromagnetic and mechanical features of the NDT processes. Comsol interfaces seamlessly with Matlab. Comsols essential characteristic for these projects is that it performs equation-based Multiphysics modeling in an interactive environment. Comsols application modules allow easy use by non-specialists in finite element methodology. It is the only software program with all of these features. The Government reserves the right to award without discussions. Responses must be received no later than 4:00PM Eastern Time on 25 July 2018. The Contractor shall have the capability to provide the following: - COMSOL Multiphysics, Floating Network License - AC/DC Module, Floating Network License - CAD Import Module, Floating Network License - Corrosion Module, Floating Network License - ECAD Import Module, Floating Network License - Electrodeposition Module, Floating Network License - Fatigue Module, Floating Network License - LiveLink for Excel, Floating Network License - LiveLink for MATLAB, Floating Network License - Multibody Dynamics Module, Floating Network License - Nonlinear Structural Materials Module, Floating Network License - Particle Tracing Module, Floating Network License - RF Module, Floating Network License - Structural Mechanics Module, Floating Network License Submission Information: This synopsis is not a request for competitive quotes. However, firms who do not have a Blanket Purchase Agreement (BPA) are invited to identify their interest and capability to respond to the requirement by contacting the point of contact on this notice. Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, information pertaining to experience on previous contracts for similar supplies/services and other technical data. As prescribed in DFARS 252.204-7004, interested parties must be registered with System for Award Management (SAM) under the NAICS 511210. Representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. The following information is required to register in SAM: Unique Entity Identifier (formerly known as DUNS Number); Tax Identification Number (TIN) and Taxpayers Name; Statistical Information about your business; and Electronic Funds Transfer (EFT) Information. All information is to be submitted in the English language via e-mail only (10MB limit) at no cost or obligation to the Government and will not be returned. Ensure that the e-mail is clearly marked to indicate its contents, the solicitation number, and the identity of the firm submitting. Responses may be submitted in Word or PDF format only. Do not include links to websites in lieu of incorporating information into your proposal. Responses shall also indicate the size of the business entity; large or small business and indicate which of the technical areas(s) you are addressing in your submission. Please provide name of your firm, address, POC, phone/fax number, and email address. The Government will accept written questions via email only; Telephone inquiries will not be accepted. Submissions and questions should be directed to the following point of contact: US Army Contracting Command, Attn: Giuseppe Tropiano, ACC-NJ-ET, Watervliet Arsenal, 1 Buffington Street Building 40, Watervliet, NY12189, email -giuseppe.tropiano.civ@mail.mil. The Government will not be issuing a formal Request for Proposal (RFP) as this announcement will result in Blanket Purchase Agreement(s). In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this notice. A contemplation letter/request for proposal (RFP) will be issued to the sole BPA holder, COMSOL Inc. To receive the RFP, an Offeror must submit a response to this posting and be found capable of meeting the technical requirements. If found capable the offeror will be issued a BPA, which will allow for a RFP to be issued to Comsol and other offerors found capable. It is anticipated that a call order will be awarded on or around 31 July 2018.
