- Description
- Pursuant to FAR 13.106-1(b), the Department of Commerce, Office of the Secretary intends to issue a sole source purchase order to Cafferty Commercial Real Estate Services Corporation (Cafferty) for preventative and comprehensive maintenance for the National Technical Information Service (NTIS) Data Center. Cafferty owns the building that the NTIS Data Center currently resides in. As a result, Cafferty has the in-depth system specific knowledge of the systems and critically maintains ownership of the warranties for the equipment. These warranties must be kept up in order to maintain their validity. Furthermore, these warranties do not transfer to or authorizes work to be performed by third parties. In addition to this, as Cafferty owns the building, Cafferty is the only entity that has routine and legal access to the full facility. Full and immediate access to the entirety of the building and its support infrastructure is necessary both in the course of normal maintenance, but even more so during 'off hours' emergency work. Immediate access to the building is critical in preventing the NTIS Data Center from being put at substantial risk with the potential exposure of data center equipment. The intent of this notice is not to request competitive quotations and no solicitation is available or will be issued. Any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. Interested parties may submit a description of their firms' capabilities for satisfying the requirement, which demonstrates they possess the ability to successfully perform this effort.
