Description
THIS IS A SOURCES SOUGHT NOTICE ONLY for market research purposes to identify interested vendors for the potential requirement detailed below. A formal solicitation and performance work statement are not available. Additionally, in accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. The US Bureau of Land Management (BLM) is seeking a qualified contractor to perform Fish Monitoring Services for the West Fork Smith River and Lobster Creek for the Bureau of Land Management (BLM) - Oregon Coos Bay District as described in the Description of Services Section of this Notice. The estimated performance period is for a Base Year plus four one-year option periods. The North American Industry Classification System (NAICS) code is 541990 and the size standard is $15M. There is currently no incumbent contractor. All business concerns who believe they can responsibly perform this requirement should submit the following information to the assigned Contract Specialist no later than 5PM MST Friday, July 20, 2018: 1. Capability statement describing corporate expertise and technical qualifications in the work described in the Description of Services. 2. Past Performance information describing other contracts for similar services your company has been awarded. Past Performance information should be submitted for projects conducted within the last three years and include: project title, location, whether the work was as a prime or subcontractor, contract/subcontract dollar value, type of contract, percentage of self-performed work, and overall performance rating received. 3. Small business status of vendor (8(a), HUBZone, SDVOSB, etc.) 4. Point of contact information for vendor, Cage Code, and D&B Number. 5. Any other information that will prove the vendor is capable of performing the required effort. Responses are limited to 20 pages (single-sided). You may email your responses to mvela@blm.gov. NOTE: All information submitted in response to this announcement is voluntary, the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for quotes. The Government does not intend to award a contract based on responses received under this announcement. All questions and concerns may be submitted to the contract specialist via email only at mvela@blm.gov. DESCRIPTION OF SERVICES Purpose. BLM streams within the Lobster Creek and West Fork Smith River (WFSR) basins are habitat for Oregon Coast Coho Salmon, which are listed as federally threatened. Oregon Coast (OC) winter steelhead use both systems and is a Bureau Special Status Sensitive Species (BSSS). Acts of Congress, recovery plans, regulation, and land management plans provide direction for the monitoring of ESA and BSSS species and habitat necessary to support the species. The monitoring of OC Coho and OC Steelhead production is necessary to better inform management decisions. Lobster Creek and the WFSR life cycle monitoring (LCM) sites are long-term population monitoring locations within the Northwest Oregon and Coos Bay Districts. Long-term monitoring is necessary to establish baseline conditions for production within the basins. The Lobster Creek study area includes paired watersheds for monitoring of differential restoration treatments and long-term management trends on production. In addition, the Lobster Creek monitoring is part of region wide datasets used for population trends for OC Coho Salmon, both for assessing ESA status and for establishing protective harvest regulations. The West Fork Smith River LCM project will help to monitor the effectiveness of a large scale, basin-wide in-stream restoration project that was implemented in BLM streams within the West Fork Smith River Basin. This will inform restoration work in other sub watersheds within the Coos Bay District, if not the larger Western Oregon area. The Government contemplates award of one (1) firm fixed-price services contract for fish monitoring services. Scope or mission. The Contractor shall furnish all labor, equipment, supplies, vehicles, computers, software, and supervision necessary to safely run the adult and juvenile LCM sites on the WFSR and Lobster Creek. Period of Performance. Performance shall be for a base period and four one-year option periods. Performance objectives. - Weekly estimate of juvenile out-migrants for Coho Salmon smolts and fry, and, when possible, for Chinook Salmon fry, and Cutthroat Trout at the Lobster Creek and WFSR juvenile traps. When out-migrant estimates are not available trap catch numbers will be provided. - Estimate of total spawner returns for Coho Salmon and winter steelhead at the WFSR adult trap for spawning run year. Deliverables. - Monthly reports summarizing the number of days the West Fork Smith River adult trap functioned, the number of hatchery and wild fish that were trapped categorized by species (Chinook and Coho Salmon, steelhead trout), sex and mortalities. - Monthly reports summarizing the number of days the West Fork Smith River and Lobster Creek juvenile traps functioned and the estimated out-migrants by age or size categories for Coho Salmon smolts and fry, and steelhead smolts calculated trap efficiencies and handling mortalities. Trap catch or estimated out-migrants, if possible, for Chinook Salmon fry trout fry, steelhead trout, and Cutthroat Trout. - Annual reports for West Fork Smith River and Lobster Creek juvenile traps which shall include: o Estimate of out-migrants or trap catch, trap efficiencies, and handling mortalities for Coho Salmon smolts and fry, Chinook Salmon fry, trout fry, steelhead trout, and Cutthroat Trout. o Estimate of number of Coho smolt and fry migrants, week of peak migration for smolts, mean fork length of smolts during week of peak migration. o Estimate of number of juvenile winter steelhead smolts, week of peak migration, mean fork length during week of peak migration, and trap catch of parr migrants at the West Fork Smith River. o Number of Pacific and Brook Lamprey, Speckled Dace, Umpqua Dace, Red Side Shiner, Large Scale Sucker, and Pike Minnow captured. - Annual report for West Fork Smith River adult trap which shall include: o Description of trap maintenance activities. o Number of days adult trap weir functioned as a passage barrier. o Timing of Coho Salmon and winter steelhead trapped. o Overview of locations and intervals of spawning ground surveys. o Total number of winter steelhead, Cutthroat Trout, and Pacific Lamprey redds on survey reaches during spawning season. o Summary of total number of adult fish trapped each month categorized by wild/hatchery, sex, and number of mortalities per month for Coho and Chinook Salmon and steelhead trout and estimate of spawning population of those species above the trap during the trap year. o Peak live and redd counts, and area-under-curve estimates of Coho Salmon spawners during spawning season. o Total spawner returns, confidence intervals, and calculated trap efficiencies for Coho Salmon and winter steelhead for run year. o Estimate of female spawners, egg deposit, fry and smolt production, number of wild returning adults, freshwater and marine survival rates (females) for Coho Salmon.
