Description

The Department of Veterans Affairs intends to issue sole-source firm-fixed one-time procurement of Xenon Germ Robot for use at the Birmingham VA Medical Center, 700 19th St S. in Birmingham, AL 3523. A sole source procurement will be issued to GEO-MED LLC, (a Service Disabled Veteran Owned Small Business). Xenex is the only Pulsed Xenon UV technology on the market. Xenex owns the patent on this technology and is the only system that does not use mercury based bulbs. In addition, the medical center already owns this same brand/model equipment, and wishes to purchase the exact same equipment in order to maintain standardization. The staff is trained on and accustomed to reprocessing/sterilizing these exact brand instruments and need to standardize the use of them in accordance with VHA Directive 1116(2). On March 23, 2016, the Veterans Health Administration (VHA) and Veterans Affairs Medical Centers (VAMCs) issued Directive 1116(2) to all applicable end-users. This directive specifies procedures for cleaning and/or sterilization of critical and semi-critical reusable medical instruments. VHA Directive 1116(2) also states: When applicable and following manufacturer s IFU, instruments must be disassembled for complete cleaning and reprocessing. This procurement is being conducted in accordance with FAR Part 6.302-1 and 13.106-1(b)(2), "soliciting from a sole source." The NAICS code is 339112 and has a size standard of 1,000 employees for this procurement. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 1:00pm EST, July 11, 2018 to: Benford.Brundage@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in GSA eBUY or FBO.gov. However, responses to this notice will not be considered adequate responses to a solicitation. Determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
