SOURCES SOUGHT All Small Business Concerns BACKGROUND: The Indian Health Service (IHS), an agency within the Department of Health and Human Services, is responsible for providing federal health services to American Indians and Alaska Natives. The mission of IHS is to raise the physical, mental, social, and spiritual health of American Indians and Alaska Natives to the highest level and assure that comprehensive, culturally acceptable personal and public health services are available and accessible to members of the 566 federally recognized Tribes across the United States. The Great Plains Area Office (GPAO) in Aberdeen, South Dakota, an Area within the IHS, works in conjunction with its 19 Service Units and Tribal managed Service Units to provide health care to approximately 130,000 Native Americans located in North Dakota, South Dakota, Nebraska, and Iowa. The GPAO's Service Units include seven hospitals, eight health centers, and several smaller health stations and satellite clinics. Each facility incorporates a comprehensive health care delivery system. The hospitals, health centers, and satellite clinics provide inpatient and outpatient care and conduct preventive and curative clinics. PURPOSE: The Great Plains Area Indian Health Service (GPAIHS), Aberdeen, South Dakota is issuing this sources sought synopsis in support of Market Research to identify firms for the purpose of providing up to three (3) Midlevel Providers (Nurse Practitioners) to provide uninterrupted medical services during ongoing primary care provider shortages for the Outpatient Department (OPD) located at the Woodrow Wilson Keeble Memorial Health Care Center (WWKMHCC), Sisseton-Wahpeton Service Unit, Sisseton, South Dakota, 100 Lake Traverse Drive, Sisseton, South Dakota. Work shifts will typically be eight (8) hours and will be worked between the hours of 8:00am and 8:00pm Monday through Friday, including holidays; occasionally additional hours may be required. Work shifts on holidays may be up to eleven (11) hours. Work shifts on the weekends will be four (4) hours each day 1:00pm to 5:00pm. When the Contract Midlevel Provider is scheduled to work on a holiday or weekend, additional time may be scheduled off during the work week, depending on staffing. The typical work week will be 40-50 hours per week. HOW TO RESPOND: The government is seeking firms that are small business, 8(a) participants, and all small business concerns for this requirement. This is a request for information only. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Any information submitted by respondents to this notice is strictly voluntary with no obligation nor incurred cost by the government. Provide with response - 1) E-mail response. Shall be in a printer friendly format, Word or PDF, 8x11 page size, 5 page limit. 2) Certification as an Indian Economic Enterprise (IEE) firm, if applicable. 3) The government requests that interested parties respond to this notice, if applicable, and identify your business status to the identified NAICS code. 4) Prospective vendors shall be properly registered in www.sam.gov. This includes proper registration as an IEE firm, and if also eligible, registered as small business, Hubzone, 8(a), Service Disabled Veteran Owned, Veteran Owned, Women-Owned, Small Disadvantaged in order for IHS to issue an award and claim procurement actions with eligible IEE small business vendors. 5) Provide detailed capabilities statement, website, and e-catalog as it pertains to providing Midlevel Providers (Nurse Practitioners). 6) Provide Dun & Bradstreet (DUNS) number used to create www.sam.gov registration. 7) GSA/FSS contract holders - provide GSA/FSS/VA/NITAAC or other GWAC contract number. Unfortunately, current required sources of supply do not provide a filter to identify IEE vendors making it very difficult to locate IEE firms when conducting market research. NAICS: The North American Industry Classification System (NAICS) Codes are 621 - Ambulatory Health Care Service, 621399, Offices of All Other Miscellaneous Health Practitioners with a Small Business Size Standard of $7.5 million. Respondents will NOT be notified individually of the results of the sources sought. Important notice: It should be clearly understood that this Sources Sought notice is not an award or commitment by the Government. Request for a solicitation will not receive a response. The offeror is further advised that funding may not become available. If funds are not available, no award will be made. The offeror will not be reimbursed for any/all effort or submission preparation costs.
