Description
Enterprise Infrastructure Study. The U.S. Geological Survey (USGS) is conducting market research to determine the availability of qualified businesses capable of providing societal needs in the infrastructure community with USGS specific scientific disciplined and present the findings in a leadership forum as described in the attached Statement of Work. The sources sought announcement is not a request for quote or proposal and the Government is not committed to award of a purchase order or contract pursuant to this announcement. The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice. The North American Industry Classification System (NAICS) code 541618, Other Management Consulting Services and associated size standard $15M applies to this announcement. All responsible sources may submit a capabilities statement detailing the ability of their service to meet the statement of work included with this announcement. Statement of Work: The US Geological Survey (USGS) does the science the Nation needs on its lands, waters and ecosystems. We characterize our Nation ¿s natural assets and threats by sampling and mapping them; we monitor to provide situational awareness; we model to provide forecasts, and we communicate these products to industry and to the public. When these four elements are wisely focused, they provide our American enterprise with the right tools for the challenges we face together. The Nation trusts these tools because, since 1879, we have provided facts without advocacy. In short, USGS provides knowledge before national action. The USGS faces challenges to that mission. Our American enterprise is changing as the economy evolves. The USGS needs to adapt our focus so we continue to provide the right tools to this evolving enterprise. The USGS requires research to explore the question of what national science knowledge we need to plan and build the next generation of our Nation ¿s infrastructure. This research will solicit science needs from a broad cross-section of our national infrastructure enterprise, including public and private industry leaders in infrastructure planning, construction and financing. The overall objective is to position USGS properly within the infrastructure industry as a crucial government agency, using relationships and sector knowledge. This project will answer how the survey can align its scientific assets with important national needs driving infrastructure renewal and will match societal needs in the infrastructure side with USGS ¿ specific scientific disciplines. Scope: This objective above will be achieved in three parts: 1. Through the formation of private sector industry groups for USGS leadership to discuss specific problems, challenges, or issues. This process will match societal needs in the infrastructure community with USGS ¿ specific scientific disciplines. These groups would discuss specific problems, challenges, or issues and how the USGS can optimize its value proposition for the infrastructure industry in the context of those specific areas. These discussions would be around types of USGS data, and the visualization of that data; USGS ¿ strategic and unique position as a trusted owner of data; and communications / platform for the data delivery to private infrastructure firms. 2. A crucial tenant of the Administration ¿s infrastructure plan is the mandate to reduce the regulatory timeline from ten to two years. The Contractor shall facilitate a strategic partnership with industry, wherein industry would help guide USGS to develop infrastructure to accommodate any future federal tools allowing industry to access and import USGS data with minimal overhead. 3. Third, the Contractor shall work closely with the USGS in creating a long-term strategy in terms of adding value to the infrastructure community. The thrust of the work would focus on classic strategy creation (clarity of objectives, resources, strengths and weaknesses), against current thinking; and the communication of that strategy, and its potential impacts, within USGS and throughout the infrastructure community. Technical Requirements 1. The contractor shall craft a sector-specific list of industry targets to participate in industry group sessions with USGS leadership. 2. The contractor shall summarize each industry target list with several paragraphs that describe points of contact, and potential alignments with USGS science assets. 3. The contractor shall craft an engagement plan for USGS at the North American Infrastructure Leadership Forum in Dallas, October 2018. The plan will highlight communication methods (e.g., talks, small meetings, booths, etc.), proposed meetings, and other communication elements. 4. The contractor shall craft a final report on opportunities for USGS science assets to play a role in the national infrastructure enterprise. The report will summarize results from requirements 1-3 above, and propose strategic options for USGS partnerships with industry, Non-Governmental Organizations (NGO) and other Federal Agencies. American Infrastructure Leadership Forum to summarize results and strategies moving forward. The deadline for Phase 3 is 16 September 2018.
