- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to release a Request for Proposal (RFP) on a non-competitive basis with Northrop Grumman of Herndon, VA, to provide installation services to transition an integrated Northrop Grumman CAD system application to the Northrop Grumman CommandPoint CAD application system and to provide training for the Northrop Grumman CommandPoint CAD application system. This notice is a follow-up to the Sources Sought notice N68335-18-RFI-0272 posted on 15 May 2018. The proposed contract action is for a requirement for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. FAR 6.302-1 (a)(2)(iii)(A) states services may be deemed to be available only from one responsible source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
