- Notice of Intent to sole source requirement for the Direct-Digital Control (DDC) Building Management System (BMS) related repairs/upgrades to the Veterans Affairs Boston Healthcare System. Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intents to require, on a sole source basis, a brand name requirement for the American Energy Management Direct Digital Control (DDC) HVAC BMS. American Energy Management DDC HVAC Building Management System is the existing building management control system installed and operating campus wide at the Jamaica Plain VAMC. Any products to be used on the existing HVAC Building Management System must interface with the existing system. To minimize the technical risks of ensuring compatibility among the component parts and integration of the entire DDC system with the campus wide system, the system and components installed should be provided by the same manufacturer as that of the campus wide system; other manufacturer's components may not operate properly or operate at all on the existing system. Introducing other manufacturer's products may void the existing DDC system's manufacturer's warranty. Therefore, only this manufacturer's products are acceptable; no substitutions. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced product. The Government is not obligated to, and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice will be considered by the Government. A determination by the Government to require the brand name for VA Boston Healthcare System procurements based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate manufacturers.
