The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for a Technically Advanced General Aviation Research Simulator (TAGARS). All work shall be accomplished in accordance to the Statement of Work. The Technically Advanced General Aviation Research Simulator (TAGARS) is part of the Aerospace Medical Equipment Needs (AMEN) Phase II acquisition program, which was established to continue to provide urgent upgrades to the aging and obsolete research laboratory equipment of the two CAMI research divisions. The AMEN 2 program is a continuation of AMEN 1. AMEN 1, a non-NAS Technology Refreshment (TR) effort, Acquisition Category level 5 (ACAT-5), approved on 24 May 2010, was established to replace research laboratory equipment at CAMI. AMEN 2, a non-NAS Information Technology (IT) acquisition effort, was approved by the Acquisition Executive Board (AEB) as a TR ACAT-5, on 11 June 2013. It was later designated to be a Variable Quantity (VQ) ACAT-5 effort on 30 April 2014 and tailored to move directly to the Final Investment Decision (FID) of the Acquisition Management System (AMS) process, scheduled to occur on 16 September 2015. The AMEN 2 program requirements are presented in the AMEN 2 final Program Requirements Document (fPRD). The TAGARS supports the laboratories in the Division, which focus on improving human performance through enhanced equipment design, interface design, agency workforce optimization, investigations of work environment issues, and organizational effectiveness. This work is conducted by the Flight Deck Human Research Laboratory (FDHFRL, AAM-510) and the NAS Human Factors Safety Research Laboratory (NASHFSRL, AAM-520). The AHFRD is replacing the Advanced General Aviation Research Simulator (AGARS), and older single-engine reciprocating (piston) engine research simulator with a new high-fidelity flight simulator for the purpose of continuing advanced general aviation research in established areas and expanding into others of technically advanced cockpit designs that could not properly supported with our existing simulator, but could not be supported by a current-generation simulation device. The AHFRD has a requirement to update the technology of its aviation simulator infrastructure. The technical update includes hardware and software acquisition, installation and training with follow-on annual maintenance of the software components in support of the TAGARS system. Your attention is directed to Sections L and M of Screening Information Request (SIR)/Request for Offer (RFO) 6973GH-18-R-00113 for instructions for preparation and submission of proposals. This procurement is not a set-aside. The NAICS code applicable to this requirement is 333318, Other Commercial and Service Industry Machinery Manufacturing. The business size standard for this NAICS is 1,000 employees. Contractors must be registered with the System for Award Management, www.sam.gov on the date established for receipt of offers (July 11, 2018). Reference AMS Clause 3.3.1-33, paragraph (d), if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror. Proposals must be received electronically by the FAA Contracting Officer, stephanie.riddle@faa.gov, no later than 3:00 p.m. CT, July 11, 2018. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at MMAC. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 3:00 p.m. CT, July 11, 2018, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.
