Description
The Naval Air Warfare Center Weapons Division (NAWCWD) intends to increase the level of effort by 70,086 hours for New Work within the current contract period of performance on an other than full and open competition basis on contract N68936-14-D-0018 for Engineering services with Northrop Grumman Systems Corporation (NGSC), 925 Oyster Bay Rd., Bethpage, NY 11714-1035. The New Work is required to provide support to the EA-18G CP-2640/ALQ Electronic Attack Unit (EAU) Software Modernization Program (SMP). The EAU SMP is an EAU Operational Flight Program (OFP) upgrade consisting of a phased approach resulting in a modularized and documented architecture to facilitate rapid, asynchronous demand-based release of capabilities utilizing Universal Mission Systems Interfaces (UMSI) that will support agile development for improved delivery speed, flexibility, and reduced cost. The EAU SMP is planned for integration onto EA-18G. In accordance with FAR 6.302-1(a)(2)(iii), only NGAS, as the sole designer, developer, integrator, and supplier of EAU OFP possesses the unique capability and expertise that can satisfy the Government's minimum need. Also, NGAS has established laboratory facilities including contractor property (that NGAS retains key data rights for) which is integral in developing the EAU SMP capability. All responsible sources may submit a capability statement or proposal which shall be considered by the agency, however, any firm must clearly show their ability to perform the work without compromising the quality, accuracy, reliability, and schedule that would negatively affect the warfighter. Responsible parties who consider themselves qualified to perform the above-listed services may submit a response to this Sources Sought Notice by e-mail to bretton.west@navy.mil or kelly.reason-william@navy.mil.
