- The U.S. General Services Administration (GSA), Public Building Service (PBS), is conducting a market survey and is seeking qualified small business Architecture/Engineering firms (including small disadvantage businesses such as Certified HUBZone, 8(a), Service Disabled Veteran-Owned Small Business, and Women-Owned Small Business, etc.), to provide AE services located within the Rocky Mountain Region, covering Colorado, Montana, Utah, South Dakota, North Dakota and Wyoming. GSA intends to award multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Architect-Engineer (A-E) (NAICS 541310) contracts for use in issuing subsequent contract delivery orders for projects. States will be broken up into Zones and contractors selected in those states will be primarily responsible for work in these Zones but can also be contracted for any work throughout Region 8 to include Colorado. GSA's program objectives for these contracts are to: Provide A-E services for repair and alteration (R&A) projects within the Region 8 states; Supplement GSA's in-house technical staff by using the contract A-E as an extension of GSA's staff; Provide GSA access to expert consulting services for a variety of tasks and building projects. Projects can include: Preparation of feasibility studies Program development studies (PDS) Design programs Planning studies Building evaluation reports (BERs) Bidding/construction contract documents Cost estimates Market research is being conducted to determine if there are small businesses with the capabilities and experience to perform the required work. NO TELEPHONE CALLS WILL BE ACCEPTED. QUESTIONS ARE NOT PERMITTED. THIS IS NOT A REQUEST FOR PROPOSAL OR SOLICITATION. Interested firms having the capabilities necessary to meet or exceed the stated requirements are encouraged to submit responses addressing each of the criteria (1-5) as stated below. All responses shall be submitted VIA EMAIL ONLY TO: david.berry@gsa.gov (David Berry, Contract Specialist, GSA/PBS/R8/8PQB) no later than COB July 30, 2018. Please reference "Region 8 AE IDIQ Sources Sought" in any email response. 1. Name, address, business size, and annual revenue for the past 3 years 2. Company status: 8(a), HUBZone, SDVOSB, etc. 3. Affiliate information: parent company, joint venture partners, potential teaming partners. 4. A statement that confirms that your firm has the capability that would be required under this project. 5. Up to three (3) projects of similar size and type completed within the last five (5) years that are relevant to the work that is anticipated to be required under this project. For each project listed, provide a point of contact for the owner and owner contact information, as well as project location, project magnitude and other relevant information, in the capabilities statement. List your firm's current small business or other set-aside designations (HUBZone, SDVOSB, Women-owned, 8(a) small business, or any other) and for the projects referenced in your capabilities statement. The capabilities statement is limited to two (2) pages (8 ½" x 11" typed). Provide your firm's point of contact and website link if available. The sources sought notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. A Contracting Officer's determination will be made to set any projects aside, resulting from this notice, for small or disadvantaged businesses from the qualified sources submitted from this request; therefore, all interested firms are encouraged to submit a response. All firms responding to this sources sought notice are advised that their response to this notice will not be considered for award. All interested parties will be required to respond separately to any solicitations posted as a result of the sources sought notice.
