Description
07/11/18 UPDATE The Space and Naval Warfare Systems Command (SPAWARSYSCOM) has released a Draft Request for Proposals (DRFP) number N00039-17-R-0043 for the procurement of Command, Control, Communications, Computers, and Intelligence (C4I) Testing, Integration, and Installation (CTII) Follow-On services to be performed on new construction (NEWCON) aircraft carrier and large deck amphibious ships, to include Refueling and Complex Overhaul (RCOH) ships. The Draft RFP and attachments specific to this effort are posted to the SPAWAR E-Commerce Central website. Any interested parties are invited to review all of the documents and provide comments. Interested parties are requested to respond to this Draft RFP with comments by completing the attached Excel spreadsheet comment form "RFP QUESTIONNAIRE FORM". Comments are due no later than 10:00AM on July 23, 2018 San Diego, CA local time. Comments shall not contain any proprietary information/markings that would limit the release of the comments on the SPAWAR e-commerce site. The Government does not guarantee that it will respond to all comments. To respond to this announcement, you must be registered to the SPAWAR E-Commerce Central website at https://e- commerce.sscno.nmci.navy.mil. This Draft RFP is not to be construed as a commitment by the Government, nor will the Government pay for any information submitted in response to this Draft RFP. The Government anticipates a Final RFP posting date of August 22, 2018. The Government anticipates a Proposal Receipt date of September 21, 2018. The Government anticipates the award of Multiple Award, Indefinite Delivery, Indefinite Quantity, Performance-Based Service contracts. Any awarded contract will have a one (1) five-year base ordering period and one (1) three-year optional ordering period. The total Period of Performance of any contract will be 10 years. Comments regarding this announcement shall be submitted in writing by e-mail to the Contract Specialist at lynette.brewer@navy.mil. Verbal questions will NOT be accepted. Any answered questions will be posted to the SPAWAR E-Commerce Central website. Responses to comments will be posted prior to release of the Final RFP. ***IMPORTANT NOTE*** Contractor support will be utilized to support the review and evaluation of Draft RFP comments. The support contractor identified below has submitted a non-compete and non-disclosure letter for the proposed procurement action. Respondents that wish to execute Proprietary Data Protection Agreements (PDPAs) and/or Non-Disclosure Agreements (NDAs) for any support contractors for this Draft RFP must contact the point of contact (POC) for the support contractor company listed below. Any PDPAs or NDAs must be completed prior to the submission deadline. Support Contractor: Client Solution Architects (CSA) Attn: Ellen Barletto, ebarletto@csaassociates.com If the company agrees with the Government support contractor's review of the company's Draft RFP questions or comments, please provide either, 1) a copy of the PDPA executed with the Government support contractor identified above, or 2) a statement that the respondent will allow the Government to release Draft RFP questions or comments to the Government support contractor identified above. In the absence of either of the foregoing, the Government will assume that the respondent does NOT agree to the release of questions or comments to the Government support contractor identified above. ****************************************************************** ****IMPORTANT NOTE***: The solicitation number for this requirement has been changed from N00039-16-R-0023 to N00039-17-R-0043. All future updates and postings will be under N00039-17-R-0043. The Government estimated contract award date is updated from June 2019 to October 2019. Interested parties should monitor the Federal Business Opportunities (FedBizOpps) website and the SPAWAR E-Commerce Central website at https://e- commerce.spawar.navy.mil for updates regarding Solicitation Number N00039-17-R- 0043. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Questions regarding this announcement shall be submitted in writing by e-mail to the Contract Specialist, at lynette.brewer@navy.mil. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the SPAWAR E-Commerce Central website; accordingly, questions shall NOT contain proprietary or classified information.
