- KC46 Mil Unique Item LIst DLA Aviation in Philadelphia anticipates award of a delivery order with Boeing under the Boeing Captains of Industry (BCOI) contract (SPRPA1-14-D-002U) to execute a Performance Based Logistics (PBL) supply chain management program to support the KC-46 military unique items. The contractor will be required to fill DoD customer requisitions for approximately 453 KC-46 National Stock Numbers (NSNs). These NSNs are to be maintained under PBL criteria, which includes the direct passing of requisitions to Boeing. The NSNs are comprised of consumable and Depot Level Repairable (DLR). The contractor will be required to meet supply chain PBL metrics for material availability. Under the BCOI contract the contractor will provide the following: logistics management, which includes wholesale supply support, consumable support, material management, engineering support and sustainment elements, packaging, storage and engineering support. The contract is planned as a contract action against BCOI. The contractor will be required to deliver their supplies to Government retail supply points within specified timeframes. Boeing will be using their demand data to develop a forecast due to lack of KC-46 historical usage data. Boeing will ensure the parts delivered are the latest configuration using their technical knowledge as the aircraft manufacturer delivering production aircraft. DLA intends to award a long-term contract to Boeing as the support strategy for military unique consumables and Depot Level Repairables (DLRs). A complete list of NIINs/Part numbers are attached.
