Description
Region 2 Superfund Technical Assessment & Response Team (START) V Contract The US Environmental Protection Agency (EPA), Region III contemplates an award of one each Superfund Technical Assessment and Response Team (START) contract for professional support services for EPA Region II to support its responsibilities to respond to hazardous substances, oil, or weapons of mass destruction. The successful contractor shall provide the Removal Support Team services in Region 2 ¿s Service Area; New York, New Jersey, Puerto Rico and the U.S. Virgin Islands. The Support Team shall be a full-time, fully dedicated team. The contract type shall be a five (5) year base, Fixed-Price with Economic Price Adjustment and includes Fixed Rate Indefinite Delivery/Indefinite Quantity (IDIQ) elements for specialized labor as well as a cost reimbursable portion for Other Direct Costs (ODC ¿s). Separate task orders shall be issued for the ID/IQ portion of the proposed contract. This procurement will be a follow-on to an existing requirement. The Emergency Remedial Response Division (ERRD) has a continuing need to obtain the services of a fully trained, highly specialized environmental contractor to provide technical support services to EPA for emergency responses and technical support activities, as defined by the contract Performance Work Statement (PWS). These services shall be in conformance with the National Oil and Hazardous Substances Pollution Contingency Plan (40 CFR300); Section 311 of the Clean Water Act, as amended by the Oil Pollution Act of 1990; Section 104 of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) of 1980, as amended by the Superfund Amendments and Reauthorization Act (SARA) of 1986; other Applicable Relevant and Appropriate Requirements (ARARs); and Federal, state and local statutes and regulations. This action requires a core team that provides advisory and assistance services to the ERRD Removal Program as well as to other programs such as remedial support activities. The requirement demands experienced trained and accredited personnel with current credentials/certifications in sufficient number to fulfill emergency responses within the region, cross regional responses, national responses and trans-boundary international responses. The Government intends on awarding a contract to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government, cost or other factors considered. This action is being competed on an unrestricted basis.
