Description
SF1449 Statement of Work - Clauses Base Notice: Local Data Survey Instrument (LDSI) State of Oregon-123C7818R0021 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with notice. This is a Request for Proposal (RFP) Acquisition and is a Total Small Business Set-Aside. The North American Industry Classification Code (NAICS) is 541990, All Other Professional Scientific, and Technical Services, the small business size standard is $15 million average annual income. BACKGROUND: The Natural Resources Conservation Service (NRCS), an agency of the United States Department of Agriculture is mandated (through the Rural Development Act of 1972, the Soil and Water Resources Conservation Act of 1977, and other supporting legislation) to assess the status, condition, and trends of soil, water, and related resources on the Nation's Non-Federal lands. Resources inventory legislative authorities, NRCS policy, and responsibilities for conducting the NRI are contained in NRCS General Manual 290, Part 400. The contractor shall support the duties and responsibilities associated with the State Resource Inventory Coordinator position including, but not limited to the Local Data Survey Instrument (LDSI) local data collection, and the final LDSI data quality review for the 2017-2021* National Resources Inventory (NRI). * NRI LDSI runs approximately 1.5 years behind e.g. The 2017 NRI is completed in 2018-2019 and so on. SCOPE OF WORK: The contractor(s) must meet the State Resource Inventory Coordinator (SRIC) Data Reviewer education, experience, and proficiency as out lined in Section I of the Statement of Work. The contractor(s) shall furnish the necessary personnel, material, equipment, services and facilities, except as otherwise specified, to perform the effort described below. Documentation guidance for implementing this contract is outlined in Attachment 2, Reference Materials. Overview - Nationally, there are 72,529 segments in which only a subset are sent out for local data collection on an annual basis. These segments are made up of both core and rotational segments. Core segments are visited every year, rotational segments are selected out of the NRI foundation (a pool of 300,000 segments in which an annual subset is statistically sampled from). The Remote Sensing Laboratories (RSLs) review these segments, verifying land cover and selecting those that meet the criteria for local data collection (where at least one point is interpreted as grassland, cropland, hay land or general sign up CRP). In Oregon, there typically between 600-750 segments assigned annually comprising 1200-1500 points. Based on the ratio of core to rotational segments, the number cleared by the RSLs will vary from year to year. Each segment contains one to three sample points upon which data are to be collected. The anticipated award will be for a BASE PERIOD (FY18) and FOUR OPTION PERIODS (FY19 - FY22). QUALIFICATIONS: See attached Statement of Work EVALUATION: See attached Statement of Work AWARD: The Government will award a firm-fixed price contract with a base and four option years resulting from this solicitation to the responsible Offerors whose offer conforming to the solicitation is determined most advantageous to the Government, price and other factors considered.
