- Synopsis The U.S. Department of Labor (DOL) seeks the services of a qualified Woman Owned Small Business for the Design-Build – Replace HVAC System – Building 13 and Replace Domestic Hot Water System Serving Buildings 13 and 14 at the Pittsburgh Job Corps Center in Pittsburgh, Pennsylvania. The work involves engineering design and construction services for phased replacement of the failing HVAC system serving the second and third floors of Building 13 and the domestic hot water generating system that serves both Buildings 13 and 14 at the Pittsburgh Job Corps Center. For Building 13’s second and third floors, the work includes replacing the existing dormitory HVAC system with one that is properly designed to be in compliance with applicable life-safety and building codes. Period of Performance NTP to Substantial Completion: 417 calendar days NTP to Contract Completion: 447 calendar days Evaluation Factors The prime evaluation factor is as follows: 1. Prime Vendor’s Experience/Past Performance The sub evaluation factors are as follows: 1. Previous Project Experience Similar to this Project's Size and Scope (At least 3 projects within the last 5 years). Provide location and the project (City, State), the project value, and a brief and concise description of the project scope. 2. Prime Vendor’s Project Superintendent Experience of Projects of Similar Size and Scope (At least 3 projects within the last 5 years). 3. Safety · Prime Vendor’s OSHA certification credentials. Bid Guarantee A 20% bid guarantee is required for this project. Who May Respond Interest in this solicitation announcement is open to all 100% Total Small Businesses relative to the primary NAICS code 238220 with a Small Business Standard of $15.0 million. The magnitude of this procurement is between $2,000,000 and $5,000,000. The successful offeror shall be registered via the System for Award Management (SAM) internet site at https://www.sam.gov/portal/SAM/##11. Site Visit The site visit will take place on July 19, 2018 at 9:00 am Eastern Time. Questions The deadline for questions is July 24, 2018 at 5:00 pm Eastern Time. Bid Due Date The deadline for submittal of offers is due August 16, 2018 at 2:00 pm Eastern Time. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS REQUIREMENT BEFORE AN AWARD IS MADE WITH NO OBLIGATION TO THE OFFEROR BY THE GOVERNMENT.
