Description
In accordance with Federal Acquisition Regulation (FAR) Subpart 5.2 this announcement serves as preliminary notice of Strategic Systems Programs (SSP) intent to issue a Request for Proposal (RFP) for the SSP Naval Treaty Implementation Program (NTIP) arms control implementation and compliance effort. SSP NTIP supports the Fleet and the DON organizations with expert arms control implementation and compliance assistance. NTIP is responsible for coordinating DON (United States Navy and United States Marine Corps) implementation and compliance for designated arms control treaties worldwide. The NTIP mission is dynamic and is driven by current trends in international affairs. The NTIP mission is also subject to the U.S. government's emphasis on and priorities for arms control implementation and compliance, which can fluctuate based on the national security priorities of the Executive and Legislative branches. The NTIP Compliance Assessment Program conducts comprehensive arms control compliance assessments of these programs and activities. NTIP is also responsible for preparing all DON facilities that may be subject to intrusive international verification measures. In the event of a treaty-related activity such as an Open Skies overflight or a Chemical Weapons Convention challenge inspection, NTIP provides support to the affected Navy or Marine Corps facility or activity to ensure full compliance with all treaty obligations while simultaneously safeguarding national security. Furthermore, NTIP is responsible for DON implementation and compliance with over forty arms control treaties and agreements. However, it should be noted that NTIP is not responsible for implementation and compliance activities associated with New Strategic Arms Reduction Treaty (New START). The anticipated date for the award is on or about October 01, 2019. The anticipated contract will contain a base year effort for FY 2020 and include a total of four (4) option year periods for FY 2021 through FY 2024, with an estimated value, inclusive of all options, of $20M or less. The anticipated contract will contain Level-of-Effort (LOE) Line Items on a Cost-Plus-Fixed-Fee (CPFF) basis. Each LOE line item is estimated to cover a twelve (12) month period of performance and will include option provisions to increase the LOE up to thirty percent (30%), in accordance with SSP terms and conditions. The anticipated award date is October 1, 2019. This notice is posted in accordance with FAR Subsection 5.201. This NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITVE PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with under authority of FAR Subpart 6.1. Interested persons may identify their interest and capability by responding to the RFP when posted on FedBizOps. A solicitation (N00030-20-R-0017) will be posted on the FedBizOpps web page (www.fbo.gov) with an estimated timeframe of 45 days. Hard copies of the solicitation will not be mailed. A determination by the Government to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
