- Description
- The Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland intends to award a delivery order for a Foreign Military Sales requirement for the Country of Kuwait under N00019-16-G-0005 to General Electric (CAGE 99207) of 1000 Western Ave., Lynn, Massachusetts 01905-2655 for the procurement of non-recurring engineering (NRE) logistics support capability for Kuwait F414-GE-400 engines while they undergo CONUS flight testing and CONUS pilot training operations in 2019 and 2020. These logistics tasks include the following: engine logistics planning; engine repair and maintenance; engine spares and support equipment modeling; engine supply support; risk management; site surveys support; provisioning conferences support; logistics meetings support; packaging, handling, storage, and transportation; procurement and tracking of long lead engine spares; program security; warehousing and management; flight test engine logistics support; continental U.S. pilot training engine logistics support; engine field service representative support; engine logistics documentation; tracking of shipments; and planning for engine logistics support in Kuwait. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" and more specifically 10 U.S.C. § 2304(d)(1)(B) as implemented by FAR 6.302-1(a)(2)(ii): "Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in (A) Substantial duplication of cost to the Government that is not expected to be recovered in competition; or (B) Unacceptable delays in fulfilling the agency's requirements." General Electric is the sole designer, developer, manufacturer, and integrator of the F414-GE-400 aircraft engine and is the only source with the knowledge, technical expertise, facilities, and qualified personnel to accomplish this task. This announcement is for informational purposes only and is not a request for competitive proposals. Companies interested in subcontracting opportunities should contact GE directly. This is not a commercial buy and therefore the Government does not intend to use the provisions of FAR Part 12 for this acquisition. A determination by the Government not to compete the intended requirement, based upon responses to this notice, is solely within the discretion of the Government.
