Page 1 of 4 2018 NFPA 70E, 99, AND 101 TRAINING SUPPLIES OR SERVICES AND PRICES/COSTS The Contractor shall provide on-site training of the National Fire Protection Association (NFPA) Codes 70E, 99, and 101. Training will be conducted at the Clement J. Zablocki Medical Center, Milwaukee, WI for up to 25 participants (estimated). The Contractor shall provide all labor, equipment, materials, transportation, supervision, quality control, and management necessary to accomplish the deliverables as described in this statement of work (SOW). SCOPE OF WORK/SPECIFICATIONS DESCRIPTION OF SERVICES Codes 70E, 99, and 101. Training will be conducted at the Clement J. Zablocki Medical Center, Milwaukee, WI for up to 25 participants (estimated). The Contractor shall provide all labor, equipment, materials, transportation, supervision, quality control, and management necessary to accomplish the deliverables as described in this statement of work (SOW). The training must consist of a comparison of the difference between previously published codes and the new 2018 codes only. The training should be no more than 1 day for each course and does not have to be consecutive, if not possible. The information to be provided is the differences between the latest codes with the newer one as listed below: CODE PREVIOUS CURRENT NFPA 70E 2015 WITH 2018 NFPA 99 2015 WITH 2018 NFPA 101 2015 WITH 2018 PERIOD OF PERFORMANCE Period of performance shall begin on the award date of the contract and continue until the Government determines the all deliverables described herein are complete. The estimated period of performance is 90 days from award. The exact dates are to be determined upon award and agreed upon by both the VA and the Contractor. GENERAL REQUIREMENTS The VA has adopted the National Fire Codes (NFC) published by the National Fire Protection Association (NFPA), which establishes a minimum acceptable level of life safety and property protection as explained in the Office of Safety, Health, and Environmental Compliance guide at http://www.cfm.va.gov/til/dManual/dmfpfire.pdf. VHA Policy in the area for patient care environments is defined by the industry consensus standards provided through the latest edition of the National Fire Protection Association (NFPA), NFPA-99, and "Health Care Facilities" (VHA Directive 2008-011 dated March 10, 2008) The contractor shall provide informative, knowledgeable and technically correct presentations as specified on NFPA 99 (Most current edition) at the federal level by technical experts and experienced knowledgeable trainers. Training material will be based on the current NFPA guidance information and industry specifications and standards. The technical approach including materials, content, and medium will be evaluated as part of the overall best value determination. Below is a summary of objectives. SPECIFIC MANDATORY TASKS AND DELIVERABLES Contractor shall submit their proposed approach of accomplishing the below deliverables. The contractor is free to propose a different schedule as long as all minimum requirements are met. DELIVERABLES DESCRIPTION MINIMUM REQUIREMENT Work Plan/course schedule/agenda for NFPA Courses (up to 25 students per class) Within 15 days of contract award Deliver Student Course Material to class location One week prior to course date Conduct NFPA Courses Class Propose 2 dates min 30 days from award HOURS OF OPERATION Training shall occur during normal business hours between 8:00 am to 3:30 pm Monday through Friday, excluding holidays. Training is to be no more than 7 hours per day with 30 minutes for lunch. Federal and National Holidays observed by the VAMC are: National Holidays Federal Holidays New Year's Day Labor Day Independence Day Memorial Day Thanksgiving Day Christmas Day M L King's Birthday Columbus Day President's Day Veterans Day Independence Day Also included would be any other day specifically declared by the President of the United States to be a National Holiday. When a holiday falls on a Sunday, the following Monday shall be observed as a legal holiday by U.S. Government agencies. When a holiday falls on a Saturday, the preceding Friday shall be observed as a legal holiday. SECURITY REQUIREMENTS The Contractor s employees shall wear visible identification and company uniforms, approved by the COR, at all times while on the premises of the VAMC. Identification shall include, but not limited to, a company identification card, which shall include the company name, employee name, title, and a photograph of the employee. It is the responsibility of the Contractor to park in the appropriate designated parking areas. Information on parking is available from the VA Police Section or the COR. The VAMC will not invalidate or make reimbursement for any parking violations of the Contractor under any conditions. Smoking is prohibited inside any buildings at the VAMC. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to a search. Violations of VA regulations may result in citations answerable in the United States (Federal) District court, not a local district, state, or municipal court. SPECIAL QUALIFICATIONS The target audience may include architects, engineers, designers, fire personnel, health care administrators, building managers, safety personnel and anyone who uses or enforces these NFPA courses. Due to the advanced knowledge of the target audience, offers will only be considered from contractors who are regularly established in the business of providing training or educational services directly related to the National Fire Protection Association (NFPA) Codes. The contractor shall propose a single fixed-price amount for the NFPA training. The contractor proposal shall also include a technical narrative and three (3) examples of pervious training and references When performing work under the provisions of this contract, the Contractor s employees must strictly observe the requirements of all applicable Department of Veterans Affairs, U.S. Department of Labor Occupational Safety and Health Administration, U.S. and Wisconsin Environmental Protection Agencies, and VA Medical Center rules, regulations, and policies. Particularly those rules and regulations pertaining to fire safety, infection control, lock and tag out procedures, and confined space entry within in the VA Medical Center.
