- This is a PRE-SOLICITATION NOTICE. The referenced Solicitation will be posted to this site at an upcoming date as described below. The U.S. Army Corps of Engineers intends to solicit bids for construction services associated with environmental dredging and remediation of the Lower Rouge River, Old Channel, at Detroit, Michigan. The Old Channel runs from the main channel of the Rouge River to the outlet at the Detroit River. Work will involve removal and offsite disposal of sediments contaminated with polycyclic aromatic hydrocarbons (PAHs) and non-aqueous phase liquids (NAPLs). Specific activities will include: A. Removal and disposal of debris and obsolete structures; B. Installation of temporary sheet pile wall with backfill for shoreline protection C. Dredging and disposal of contaminated sediments; D. In situ capping of river bottom; E. Establishment and maintenance of water quality controls; F. Decontamination of equipment; G. Pre-discharge treatment of wastewater; H. Verification sampling and surveys; The scope of work will be divided into a base contract plus one option, which may be exercised within 250 days after award of the base contract. The performance period for this work will be approximately twenty months, with contract award by late Summer 2018 and phased completion of dredging by late 2019 and site restoration by Spring 2020. The estimated cost of construction is between $10,000,000 and $25,000,000. The Government intends to issue a FIRM FIXED PRICE contract. The North American Industrial Classification System (NAICS) code is for this work is 237990, which has a small business size standard of $27.5 million in average annual receipts for dredging and surface cleanup activities. This action will be UNRESTRICTED. Any successful large business will be required to submit and implement a Small Business Subcontracting Plan in accordance with federal policy and standards. It is intended that this solicitation will be advertised and processed as an Invitation for Bids in accordance with Federal Acquisition Regulation (FAR) Part 14 Sealed Bidding. The intended date for posting the solicitation is on or about June 26, 2018, with a bid opening date approximately 30 days later and award of the contract by mid-September 2018. Specific calendar dates will be included in the solicitation. The solicitation package will include drawings/plans and specifications. The solicitation package will be available only electronically via FedBizOpps at www.fbo.gov. Requests for solicitation packages made by telephone, fax, or email will not be honored, as contractors must download the documents through the FedBizOpps website. In order for interested contractors to conduct business with the Federal Government, contractors must register their firms at the System for Award Management (SAM). Contractors can access SAM for free at www.SAM.gov. Instructions are on the web page.
