Sources Sought Synopsis Only This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small business, small disadvantage business, Veteran owned small business (VOSB), Service disabled Veteran owned small business (SDVOSB), or large business) relative to NAICS 611430 with a size standard of $11.0   Note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified and verified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can perform the service, VA will set aside the underlying solicitation per 38 U.S.C. §8127.   Responses to this synopsis shall be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on FBO and/or GSA eBuy. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors must respond to the solicitation announcement in addition to responding to this sources sought announcement. General Requirements: DESCRIPTION/SPECIFICATIONS/WORK STATEMENT The Department of Veterans Affairs (VA) Long Beach Healthcare System (VALBHS), 5901 E. 7th Street, Long Beach, CA 90822, Human Resources Management Service (HRMS) is seeking training and consulting in performing Pay Setting. The Contractor shall provide labor, travel, and materials. The Contractor shall provide the following training between July 25, 2018 September 30, 2018. 1. SCOPE: In this three-day workshop, Veterans Administration, Long Beach Human Resources (VA/LB) participants will engage in exercises, classroom lectures, team activities, and quizzes to develop and apply knowledge to improve their competencies in process of Pay Setting. The course will prepare attendees on the effective use of the Department of Veteran s Administration regulations, human resource management regulations, and Title 38 of the United States Code. Contractor shall provide a 165-page training guide on Federal pay setting which is the backbone of the course syllabus. The course shall provide with experience and learning activities that will increase the students knowledge and ability to perform the following: Provide an understanding of the legal basis, structure and primary pay setting tools of the General Schedule and Federal Wage System. Perform Pay Setting in a variety of different case studies to challenge current pay setting knowledge and ensure future pay setting activities are correct. Develop knowledge of unique pay setting requirements, including environmental differential, hazardous duty and miscellaneous pay setting. Refresh HR consulting skills to effectively work with management and staff on pay setting challenges. Learn and apply a standardized approach to finding pay setting solutions, resulting in consistency in agency pay setting decisions.
