- This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiated with only one source under the authority of 41 U.S.C. 1901 as supplemented by the procedure in Federal Acquisition Regulation (FAR) Subpart 13.5. The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a sole source purchase order to Qiagen 19300 Germentown Rd, Germentown, MD. 20874 for OmicSoft Array Studio and Array Server Software Licenses. This software serves a critical role for the NIEHS Microarray Core (NMC) to achieve its mission of providing state-of-art microarray expression program to NIEHS scientific community. Array Studio and Array Server also support next generation sequencing (NGS) data as well as other genomics technologies such as Genotyping, Copy Number Variation, Ch IP on ChiP, and Methylation. Omicsoft Corporation is the sole manufacturer and distributor of the software and license renewals. The anticipated period of performance will be for a twelve (12) month base period, plus four (4) additional 12 month option periods. The applicable North American Industry Classification System (NAICS) code for this acquisition is 511210 "Software Publishers)" and a size standard of $38,500,000.00. NIEHS will solicit and negotiate directly with Qiagen and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if an interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to Christopher.fisher@nih.gov within fifteen by 1:00 PM on July 25, 2018. No faxed documents will be accepted. If no responsive statements are received within fifteen (15) days, an award will be made to Omicsoft Corporation.
