Description
Title: Notice of Intent to Sole Source - to acquire a Q-Trap Mass Spectrometer System Description(s): The National Institute of Environmental Health Science (NIEHS) intends to award a Delivery Order to AB SCIEX, LLC, 1201 Radio Rd., Redwood City, CA 947065, for a Q-Trap Mass Spectrometer System, which is to be installed at NIEHS, Research Triangle Park campus. The North American industry Classification System (NAICS) Code is 334516 and the business size standard is 1,000 employees. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that AB Sciex is the only known responsible source capable of providing the required services and no other services will satisfy the agency's requirements. The purpose of this Delivery Order is to obtain a Mass Spectrometry System to provide mass spectrometry support to the NIEHS DIR. Much of this support is for small molecule and metabolite identification and quantitation. The work in this group requires both the identification and quantitation of these low molecular weight molecules. These samples are precious in that we are volume limited and the samples are difficult to obtain/generate. Many of these samples are quite complex with multiple analytes and also ion contribution from the organic matrix. Some of these samples will require analyses using different polarities and will also require orthogonal separation using ion mobility or DMS. Recent and planned work in the group requires both the identification and quantitation of low molecular weight molecules. These samples are volume limited and the samples are difficult to obtain/generate. Many of these samples are quite complex with multiple analytes and also ion contribution from the organic matrix. Samples will require analyses using different polarities and also require orthogonal separation using ion mobility or DMS. This analysis will require the instrument to be able to switch between both electrospray (ESI) and atmospheric pressure chemical ionization· (APCI) modes without changing the source. The range of masses and concentrations of the molecules will require a mass range of 5 - 2000Da and a linear dynamic range of 6 orders of magnitude for the mass spectrometer. Many of the sample mixtures contain analytes which respond to either positive or negative ionization but not both, and to reduce the number of injections made, a polarity switching time of 20 ms or less is required. As many of the sample mixtures are complex with multiple co-eluting analytes, the instrument must scan at a rate of 12,000 Da/sec or greater which will allow for proper separation, identification, and quantitation of analytes of interest. To measure the sensitivity, at low-level analytes, a minimum sensitivity measurement of 600:1 for an amount of no more than 5fg of analyte (reserpine is a common test sample) injected on column is required. Finally, due to the increasing requirement for separation from dirty matrices and identification of isobaric compounds and interferences, the mass spectrometer must interface with a commercially available differential mobility interface (DMS). This notice of intent is not a solicitation or request for quotes. Notwithstanding, any firm that believes it is capable of meeting NIEHS' requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be in writing and shall be emailed to Christopher Fisher at Christopher.fisher@nih.gov and are due by July 25, 2018 by 1:00PM ET. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
