- Background The Uniformed Services University (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. Requirement USU intends to negotiate on a single source basis with Kforce Government Solutions, Inc., located in Fairfax, VA for two (2) Trauma F/X K9 Hero Medical Trainers. These items will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR part 13-Simplfied Acquisition Procedures. Single source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The mission of USU is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services. As such, it is essential USU provide the necessary training and equipment required for our students to become successful doctors and nurses and to be able to provide the best care possible for our soldiers and to support our research efforts. K9 Simulator Training during the Medical Field Practicum is directly aligned with treatment guidelines set forth by the Joint Theater Trauma System (JTTS) - Clinical Practice Guidelines (CPG) for Clinical Management of Military Working Dogs. In order to maintain these DoD recognized standards and ensure optimal and timely care is rendered to working dogs during operations, it is essential that the joint and clinical guidelines are met. The Trauma F/X K9 Hero Medical Trainer is the only known canine trauma manikin that meets all of the following University requirements: - Weight: The 55 lb. weight restriction is for safety and lifting concerns of civilian and service members carrying the manikin. This will ensure that the civilian or service member operating the manikin remains mission capable for the duration of our medical field practicums. Losing the manikin operator due to injury as a result of lifting a needlessly heavier manikin will negatively impact the sim team and ultimately degrade or cause mission failure regarding Medical Field Practicum’s curricular objectives. - Range of motion: A wider range of motion in the joints offers a true experiential simulation for the benefit of our students. Placement of intra osseous infusions and intra venous infusions will be done through the extremities of the manikin. A stiff extremity/joint will take away for the realism of the simulator and could result in inaccurate medical care of the manikin. Inaccurate medical care of the manikin will ultimately impact real world patient care due to a false standard set forth in a training environment. In addition, the Medical Field Practicum’s curricular objectives will not be met due to a lack of an experiential simulation experience. Deadline This is not a request for quotes and a solicitation package will not be issued.
