Description
It is the intent of the National Library of Medicine (NLM) to enter into a sole source procurement with William Patrick Watson (W.P. Watson) Antiquarian Books, 21 Hollycroft Ave., London, NW3 7QH, United Kingdom, to add a very rare book to the NLM's History of Medicine's historical collection of books. The title is "Nova et tuta variolas excitandi per transplantationem methodus; nuper inventa & in usum tracta: qua rite peracta, immunia in posterum praeservanture ab huiusmodi contagion corpora" (Venice, Giovanni, Gabriele, Hertz, 1715). This book is the first edition of the exceptionally rare foundation book in immunology. Pilarino, a Venetian physician, settled in Constantinople and there, in 1701, he inoculated three children with the smallpox virus. He is considered the first immunologist and Nova et tuta was the first book in Europe to describe the inoculation process and also to base it on empirical evidence. The only known source that we are aware of that can provide this particular rare book is William Patrick Watson (W.P. Watson) Antiquarian Books. This action is under the authority of 41 U.S.C.3304(a)(1), as set forth in FAR 6.302-1 and HHSAR 306. 302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13 to use simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code is 519120 and the business size standard is $15 Million. The National Library of Medicine is the world's largest medical library. The NLM is a component of the National Institutes of Health (NIH) which is a large, federal biomedical research organization dedicated to the mission of uncovering new knowledge that will lead to better health for everyone. The Library's primary mission, as mandated by Congress, is to provide biomedical and health care literature and information to health professionals. To support this mission, the Library collects publications in all areas of biomedicine from every country in the world, and in every language according to the guidelines described in the current education of the Collection Development Manual of the National Library of Medicine https://www.nlm.nih.gov/tsd/acquisitions/cdm/. The focus of the collection is upon original research and works of international interest aimed at health professionals, scholars, and scientists. The Library's objective is to support biomedical life sciences research, professional education, health policy development and health care delivery through the dissemination and exchange of information by health professionals. This is not a solicitation for competitive quotations, nor is a RFQ available. However, if any other interested party believes that it can meet the requirement it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to NLM to determine if the party can meet all the foregoing requirements. Capability statements and related materials must be received in this office by 12:00 p.m. Eastern Standard Time (EST) July 31, 2018 via e-mail to josephol@mail.nih.gov. NLM Synopsis Number NIHLM201800075 shall be noted on all correspondence relating to this announcement. This solicitation incorporates provision and clauses in effect in the FAC 2005-92 FAR Revision effective November 18, 2016, including all FAR Circulars issued as of the date of this synopsis. NLM anticipates that an award will be made on or about August 6, 2018. Vendors shall comply with all applicable Federal, State and Local laws, executive orders, rules and regulations applicable to its performance under this order. The following clauses and provisions cited herein are incorporated by reference into this announcement: FAR 52.212-1, Instructions to Offerors-Commercial Items (JAN 2017), FAR 52.212-2, Evaluation-Commercial Items (OCT 2014). Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212-3, Offeror Representations and Certifications- Commercial Items (NOV 2017)-With DUNS Number Addendum [52.204-6 (OCT 2016). The following FAR clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions-Commercial Items (JAN 2017)-With Addenda [Stop Work Order]. FAR 52.242-15 (AUG 1989) and Year 2000 Compliance (July 1997)] FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JAN 2018), as well as the following clauses cited therein FAR 52.232-18, Availability of Funds (APR 1984) FAR 52.242-15, Stop Work Order (AUG 1989) with Alternate I (Apr 1984); FAR 52.242-17, Government Delay of Work (APR 1984); and FAR 52.232-33, Payment by Electronic Funds Transfer-System for Award Management (JUL 2013). A determination by the government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not commit the Government to award a contract. NO collect calls will be accepted. NO facsimile transmissions will be accepted.
