Description
The Naval Air Systems Command (NAVAIR), Patuxent River, MD anticipates awarding Northrop Grumman Systems Corporation (NGSC) a Cost Plus Fixed Fee modification for sustainment engineering services to modify the Broad Area Maritime Surveillance Demonstrator (BAMS-D) Unmanned Aircraft System (UAS) for safety of flight. Identification Friend or Foe (IFF) is the primary cooperative identification system used by the civil communities for Air Traffic Control, the United States Department of Defense (DoD), and North Atlantic Treaty Organization (NATO). Mode 5 (M5) is an enhancement to the legacy MARK XII Mode 4 (M4) IFF. Automatic Dependent Surveillance - Broadcast (ADS-B) is a function for air vehicles that periodically transmits its state vector and other information. All Federal Aviation Administration (FAA) controlled airspace will require Mode 5 and ADS-B updates by 2020. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. NGSC is the sole designer, developer, and integrator of the BAMS-D UAS. Accordingly, it is the only contractor with the requisite personnel, technical knowledge, expertise, and technical data to provide the required services. Without this requisite knowledge and technical expertise the Navy would be unable to operate BAMS-D in theatre to provide support to deployed forces. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice.
