- The Huntington District Corps of Engineers intends to procure a contract for waterline replacement at Beech Fork Lake, Lavalette, West Virginia. The award of one (1) Firm Fixed price Construction Contract is anticipated. The general description of the work for this contract consists of furnishing all labor, equipment, and materials for the installation of a new potable water service line at our Beach Fork Lake recreation project in Lavalette, West Virginia and will consist of a base contract and one option. The option, if exercised, will be exercised within 60 calendar days after contract award. The work under this contract will include replacement of approximately 4,640 linear feet of three inch waterline, approximately 2,204 linear feet of two inch waterline, and approximately 916 feet of 1 inch waterline. Two-inch distribution lines, approximately 1,900' in length will then service the necessary facilities. The project will also include the installation of associated gate valves and fittings, a meter assembly and vault, and a backflow preventer and vault. Sidewalk restoration, gravel pavement restoration, and asphalt pavement restoration will be required for areas in which the waterlines cross those areas. A directional drill is required for the creek crossing reflected in the drawings. An organized site visit will be conducted at a specific date and time to be determined in August 2018, see solicitation for full details when available. The contract will be awarded to the lowest price bidder found to be responsive and responsible. This procurement is a Total Small Business Set-Aside. The NAICS code for this procurement is 237110, which has a size standard of $36.5 million average annual receipts. Per FAR 36.204, the estimated price range for this project is between $250,000.00 and $500,000.00. Solicitation documents will be available on or about 3 August, 2018 and can be downloaded at www.fbo.gov. Bidders shall submit one sealed paper copy of the submitted package with one electronic supplemental copy a CD or DVD, in a searchable.PDF format. Bidders should also include the completed Excel format Bid Schedule as part of the electronic supplement. Facsimile or electronic transmissions will not be accepted. To be eligible for award, a firm must be registered in System for Award Management (SAM). Register via the SAM internet site at www.SAM.gov. Please note, as of April 2018, GSA's System for Award Management (SAM) system is requiring new registrations and renewals of existing registrations to submit an original signed notarized letter identifying the authorized Entity Administrator. The notarized letter is not to be submitted to the Huntington Contracting Office as it is not our requirement. Vendors are encouraged to check their entity's status in SAM.gov and plan accordingly.
