- STATEMENT OF WORK GENERAL INFORMATION **THIS IS AN EMERGENCY PROCUREMENT** Title of Project: Pump out, transportation and disposal of oil contaminated sludge from tank located the sewage treatment plant at Northport VAMC Scope of Work: The contractor shall: Provide all mobilization, demobilization, labor, materials, personnel, equipment, and management to remove, transport and dispose of approximately 8,000 gallons of oil contaminated sludge from the sludge tank at the sewage treatment plant. Provide vacuum trailer(s), equipment operator(s), transportation and disposal. Perform removal of fuel oil mixed in with sludge from the tank located at the sewage treatment plant Perform transportation and disposal of the oil contaminated sludge Background: Underground Storage System (USS) containing fuel oil no. 2 failed on Tuesday, 7/3/2018, at 1130 hours during monthly start-up of dual fuel process. Since the quantity of the fuel spill was estimated to be in excess of the 5 gallon threshold, the spill was reported to the New York State Department of Environmental Conservation (NYSDEC) Spill Division. Emergency clean-up of fuel and follow-on repairs have been made. NYS DEC and Suffolk County regulatory agencies have responded with site inspections. USS evaluations and repairs were critical to maintain required emergency response capability for ninety-six hour facility self-standing protocol. The fuel line located underground at building 203 was damaged and fuel poured out of the fuel line and into the drainage system which flowed into the waste water treatment plant. Approximately 8,500 gallon mixture of fuel and waste was separated, contained, transported and disposed of. Contaminated soil was contained, transported and disposed of as well. Approximately 125 feet of leaking fuel pipe was repaired. The sludge tank is critical to the daily operations of the sewage treatment plant and the pump out of the oil contaminated sludge needs to be made immediately. Contractor must start performance within 24 hours of contract award. Place of Performance: Department of Veterans Affairs Northport VA Medical Center 79 Middleville Rd. Northport NY 11768 B. CONTRACTOR PERSONNEL SECURITY REQUIREMENTS The vendor shall not have access to the Department of Veterans Affairs computer systems. The certification and accreditation (C&A) requirements do not apply and a Security Accreditation Package is not required. Procurement Type: This will be a competitive acquisition set-aside for Small Business participation competed in FedBizOps. Contract Type: Firm Fixed-Price Government-Furnished Property/Equipment: None noted at this time. Release Date of the Solicitation: It is anticipated that Solicitation No. 36C24218Q9714 will be released June 19, 2018.
