- The Space and Naval Warfare Systems Command (SPAWAR), 2.0 Contracting Directorate, on behalf of the Navy Program Executive Office for Enterprise Information Systems (PEO-EIS), Navy Commercial Cloud Services (NCCS) intends to negotiate a sole-source contract with Kros-Wise, Inc., located in San Diego, CA for program and financial management support for NCCS. The requirement is currently being fulfilled under Kros-Wise task order N0017807-D-5128-NS03. The prospective award is based on the authority for other than full and open competition found at 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2)(iii), only one responsible source and no other suppliers or services will satisfy agency requirements. Kros-Wise, Inc. is the contractor that currently possesses the historic and operational knowledge to enable Department of Navys transition from the Data Center Optimization and Applications Office (DCAO) to PEO-EIS NCCS. The required efforts cannot be performed by any other source other than Kros-Wise, Inc. without substantial duplication of cost to the Government that is not expected to be recovered through competition, and without Kros-Wise service delivery, unacceptable delays in fulfilling the agencys requirements will be experienced. Kros-Wise, Inc. will be supporting transition of Navy customers to the Cloud, and standup of the NCCS project office. Solicitation N00039-18-R-0105 is anticipated to be issued and subsequently awarded in Fiscal Year 2018. The prospective award is planned to be a Cost Plus Fixed Fee (CPFF) type contract with a one-year base period plus one six-month option, and an estimated cost of approximately $6 million. The Government is not soliciting proposals in response to this synopsis. However, in an effort to foster competition, any prospective offeror may provide relevant information, by the requested due date below, which the Government may consider in its continued review of the sole source nature of this requirement. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. The solicitation will be issued without further notice. The North American Industry Classification System (NAICS) code for this requirement is 541611. Responses to this notice should be submitted no later than (15) calendar days from the date of synopsis to Maggie Uriostigue, Contract Specialist, via email at maggie.uriostigue@navy.mil with subject RFP N00039-18-R-0105. The Contracting Officer for this requirement is Mary T. OHara. This notice is also posted at https://e-commerce.sscno.nmci.navy.mil.
