- Sole Source Justification -Final The U.S. Department of Agriculture, Agricultural Research Service (ARS), Eastern Business Services Center (EBSC) intends to award a sole source procurement to: Semillas y Agroproductos Moreno Retis, S. de P. de R.L. Morelos No. 66 San Juan de Abajo, Nayarit, Mexico 63730 to provide winter corn nursery production for the USDA-ARS facilities in Ames, IA. The contractor has completed the winter production of other corn acres utilized in the research and has produced superior quality, disease, and insect-free seed without any loss. It is necessary that this same vendor complete the work in to maintain continuity in the planting, care, quality of production, etc. across all of the corn produced from the winter nursery. The corn nursery is urgently needed to be planted as the season begins in August. Pursuant to the authority of 41 U.S.C. 253(c)(1), FAR 13.106-1(b)(1)(i), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This planting, care, harvesting, etc. will be conducted for the USDA-ARS facilities in Ames, IA. The Government intends to award a firm-fixed-price purchase order on or about August 01, 2018. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 1:00 p.m. Eastern Daylight Time, July 30, 2018.
