- Sole Source Justification -Final The U.S. Department of Agriculture, Agricultural Research Service (ARS), Eastern Business Services Center (EBSC) intends to award a sole source procurement to: Energin.R. Technologies (NRGene) 3 Golda Meir, Industrial Park Ness Ziona, Israel 007403648 to provide specialized genome mapping, related analysis, testing, and sequencing for the USDA-ARS facilities in Madison, WI and Aberdeen, ID. The contractor has developed and maintains proprietary algorithms and specialized processes and methods which allow them to have the only proven technology in the world to successfully assemble heterozygous polyploid genomes that are generally considered "unfit" for assembly due to their high complexity. The contractor is currently the only source for these specialized services and the services are part of a larger-scale project for which processes, methods, and ultimate data obtained needs to be consistent to prevent the introduction of any unknown variables. Pursuant to the authority of 41 U.S.C. 253(c)(1), FAR 13.106-1(b)(1)(i), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This mapping, related analysis, testing, and sequencing will be conducted for the USDA-ARS facilities in Madison, WI and Aberdeen, ID. The Government intends to award a firm-fixed-price purchase order on or about August 01, 2018. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 1:00 p.m. Eastern Daylight Time, July 30, 2018.
